SUBJECT: APPROVAL TO PURCHASE A VOICE RECORDING SYSTEM
FOR THE PUBLIC SAFETY DISPATCH CENTER
RECOMMENDATION:
City Council to consider approval for the purchase of a Voice Recording System for the
Public Safety Dispatch Center from A Third Opinion Corporation in the total amount of
$101,873.
FUNDING SOURCE:
Funds are available in account 325-48860-000-00-0004, Capital Equipment/Machinery
Fund in the amount of$108,000.
BACKGROUND:
This purchase will be made in accordance with a contract established through the State
of Texas Department of Information Resources (contract # DIR-SDD-788). Contract
purchases through DIR are authorized under Texas Government Code, Chapter 2054,
Subchapter 2054.0565 (b) that states, "A political subdivision that purchases an item or
service using a contract under this section satisfies any other law requiring the political
subdivision to seek competitive bids for that item or service".
The voice recorder system will be used to replace an outdated system that has reached
its end of life. The current system, manufactured by Dictaphone is no longer supported
by the company. The recorder is used to electronically record all incoming and outgoing
phone calls in the Public Safety Dispatch Center as well as all Public Safety radio traffic.
The new system will record atl of this as well as the incoming and outgoing phone calls
at the Animal Control Office. Recording the calls is required by the State and they are
widely used by District Attorney's in prosecuting cases.
Staff recommends approval of the purchase from A Third Opinion Corporation through
the Texas Department of Information Resources contract in an amount not to exceed
$101,873.
