SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR
ASPHALT MILLING SERVICES THROUGH AN INTERLOCAL
AGREEMENTAND ESTABLISHED CONTRACT WITH TARRANT
COUNTY, TEXAS
RECOMMENDATION:
City Council to consider approval to renew an annual contract with Dustrol, Inc. forAsphalt
Milling Services through an existing Interlocal Agreement and Contract with Tarrant
County, Texas. Annual expenditures will be limited to the annual budgeted amount for this
service.
FUNDING SOURCE:
Funds for this purchase are available in account 174-43301-090-000 Street
Maintenance/Capital Replacement/Transportation Infrastructure Maintenance in the
amount of$150,000.
BACKGROUND:
The contract and subsequent purchases will be made in accordance with an existing
Interlocal Agreement with Tarrant County, Texas under bid number 2007-075 and as
allowed by Texas Local Government Code, Section 271.102. This commodity was bid by
Tarrant County and a contract was awarded by the Commissioners Court on April 24,
2007. The contract included finro, one-year renewals. If approved,this would be the second
one-year renewal period and will begin on May 19,2009 and end on May 18, 2010.
Dustrol, Inc. has provided this service in the past with satisfactory results and agreed to
renew the contract with no increase in pricing. In the past, the City has established its own
contract for asphalt milling services. Due to significant cost increases over the past several
years, a cost analysis was conducted to determine the pricing the City could receive
through individual contacts in relation to pricing established through the cooperative
purchasing process. It was determined that purchasing through the cooperative purchasing
process would present a significant cost advantage for the City. The cost analysis is
attached for review.
The current cooperative contract includes the Cities of Colleyville, Edgecliff Village, Euless,
;� Haltom City, North Richland Hills, Westover Hills, and White Settlement.
