SUBJECT: CAC CONSTRUCTION PHASING OPTIONS
In the original construction planning, the Central Utilities Plant was programmed in place
to serve the public safety building (PSB) when we anticipated that it would be in the
vicinity of the Community Activities Center. When it became apparent that DFW Airport
property was not an option and the PSB was moved to its current location on Ira E.
Woods, the Central Plant had to be moved to the north side of the CAC. This
necessitates boring utilities through the central lobby which would cause approximately a
two -month closing. In addition there will also be several other short -term periods of
closure, as well as parking limitations during construction.
Further examination of scheduling showed that we add approximately $500,000 back
into the project by closing the Center for the 10 -month duration of the
remodeling /expansion of the current area and construction of the senior area. The
facility could then reopen for everything except aquatics which would be complete about
six months later.
Because of the service disruption and cost savings of the closure, we began to look at
ways to continue service to members and other participants while taking advantage of
the cost savings of a 10 -month closure. The Facilities Committee toured three locations
that could be used for temporary relocation including the American Locker group
building on Main Street (currently owned by the City for the future downtown rail station
location). The American Locker Group building was quickly ruled out because of cost to
bring it up to code.
Staff will detail the options at the workshop and put an item on a future executive
session agenda, should Council choose to go forward and discuss leasing private
property for a temporary location.
