SUBJECT: ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE INC.
ADVANTAGE PROGRAM
RECOMMENDATION: City Council to consider approval of a subscription for services with
Environmental Systems Research Institute, Inc. (ESRI) for the ESRI
Advantage Program.
FUNDING SOURCE: Funds will be available in the General Fund (Public Works) and Utility
Enterprise Fund in an amount estimated of$110,000.
BACKGROUND: The City uses an ESRI Enterprise License Agreement to support the
software modules that operate as part of the City's Enterprise Geographic
Information Systems. The ESRI Advantage program is an annual
subscription that will provide a combination of consulting, premium
support, and training services.
Staff intends to use the bulk of these services to develop and implement a
Right-of-Way permitting GIS solution. The City issues more than 250 right-
of-way permits per year for developers, contractors, private utility
companies, and our franchise partners. In addition, we intend for this
contract to improve staff's efforts in making field repairs to our water and
sewer system of more than 500 miles.
This procurement will be a sole source contract in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a)(7)(A)
as approved by City Council in October of 2006.
Staff recommends approval.
