SUBJECT: SERVICES FOR THE ELIMINATION OF THE BUILD UP OF FATS, OIL &
GREASE IN THE WASTEWATER COLLECTION SYSTEM
RECOMMENDATION: City Council to consider approval for a trial of biologically-based services
for the elimination of the buildup of fats, oils, and grease in the wastewater
collection system with IN-PIPE Technology.
FUNDING SOURCE: Funds will be available in the Utility Enterprise Fund in an amount
estimated of$48,000.
BACKGROUND: IN-PIPE Technology (IPT) will conduct a six month trial in four hot spot
locations within the city to improve the quality of our wastewater collection
system operations. IPT will introduce a proprietary blend of special
facultative and aerobic bacteria near point sources of Fats, Oils and
Grease (FOG) to provide effective pretreatment of wastewater. The
bacteria is injected in the pipe near the hot spot locations and is effective
at breaking down and removing FOG. If FOG is left untreated, the grease
buildup can lead to blockages and sanitary sewer overflows requiring
manual cleanout and maintenance. The bacteria will also help reduce
FOG build up, odors, and gases at wastewater lift stations.
After the six-month trial, the effectiveness on FOG removal will be
assessed and determined if the City wants to continue with this method of
pretreatment. We will return to council for approval of the extended
contract.
This procurement will be made as a sole source in accordance with Local
Government Code Chapter 252, Subchapter B, § 252.022. General
Exemptions (a)(7)(A).
Staff recommends approval.
