On Tuesday evening, October 16, 2007 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
HL07-06, Ezell Residence submitted by Pamala Ezell for property located at 513 East
Worth Street, and platted as Lot 4, East 1/2 Lot 3, Block 108, College Heights Addition.
The applicant is requesting designation as a historical landmark sub -district. Such sub-
district may include buildings, land, areas, or districts or historical, architectural,
archaeological or cultural importance or value that merit protection, enhancement, and
preservation in the interest of the culture, prosperity, education, and welfare of the people.
The property is owned by Pamala Ezell.
HL07-07, Schuld Property submitted by Kimberly Schuld for property located at 320
South Church Street and platted as Lot 1B, Block 11, City of Grapevine Addition. The
applicant is requesting designation as a historical landmark sub -district. Such sub -district
may include buildings, land, areas, or districts or historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
owned by Kimberly Schuld.
Z07-14 & 0007-30, Lucas Funeral Home submitted by James Lucas for property located
at 410 North Dove Road and proposed to be platted as Lot 6R, Block 7, W.C. Lucas
Addition. The applicant is requesting to rezone approximately 1.398 acres from ""R-7.5"
Single Family District to "PO" Professional Office District and a conditional use permit to
exceed the maximum permitted height to allow the development of a funeral home. The
property is owned by Star Bible Publications Inc.
CU07-31, Tuscany submitted by Lance Rose for property located at 960 East Northwest
Highway #130 and platted as Lot 1, Block 1, Grapevine Corner Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan for a
restaurant with outside dining and on -premise alcohol beverage sales, specifically to revise
the layout of the restaurant. The property is owned by Grapevine Station.
CU07-32, Park Place Mercedes submitted by Michael Patterson for property located at
1300 Texan Trail and proposed to be platted as Lot 1, Block 1, Park Place Mercedes
Addition. The applicant is requesting a conditional use permit to establish an automotive
dealership with sales and service of new and use vehicles. The property is owned by
Airport Office JV.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73
The City Council and the Commission will consider amendments and changes to the
Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of
Ordinances as follows: Section 40, Mixed Use District relative to real estate signs and any
other additions, deletions, or changes to various sections, articles and provisions contained
in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed

and the Commission and the City Council will deliberate the pending matters. Please

PROPERTY LOCATION AND SIZE:
The subject property is located at 320 South Church
Street and platted as Lot 1 B, Block 11, City of
Grapevine Addition.
REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 320 South Church Street and platted as Lot 1 B, Block 11, City of Grapevine Addition to
be known as the Schuld Property.
The Historic Preservation Commission at their August 22, 2007 meeting adopted the
preservation criteria for the subject property known as the Schuld Property. Preservation
criteria for this proposed district addressing such issues as setbacks, driveways, parking,
exterior finishes and other architectural embellishments were established by the Historic
Preservation Commission to preserve the historic integrity of the property. See the
attached preservation criteria.

PRESENT ZONING AND USE:
The property is currently zoned "R-7.5" Single Family District.
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with condition Historic
Landmark Subdistrict application #HL07-07 for the property located at 320 South Church Street,
legally described as Block 11, Lot 1 B, City of Grapevine to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended per the following
items:
#HL07-07 for property to record the history of the building and give the Historic Preservation
Commission input on the development of the property, with the condition that CA07-49 for
subdivision of the property is approved for the creation of an additional lot for a single family
residence.
Kimberly Schuld, the owner, submitted an application a Historic Landmark overlay HL07-07 on
August 9`h, 2007 for the Historic Scribner House. Staff research has found that the house was built
in 1918 for the J. B. Scribner family. The house was built in the Folk -Victorian style with a pyramidal
roof a very distinctive roof form found throughout Grapevine. The original front porch has been
partially enclosed as living space. A small one car garage to the rear of the house has been
converted to living space. The property is located within the boundary of the historic Grapevine
Township.
According to Wanda Blagg, whose great-grandmother married James Henry Scribner, the
Scribners owned other property on North Scribner Street on what is today the north side of
Northwest Highway. Subsequent owners of this property include Alonzo Biggers. Mr. Biggers was
employed at Willhoite's Garage by W. D. (Ted) Willhoite. Mr. W. A. Carloye owned the house for a
period in the 1940s. He was a local restaurant owner. This small house is important because of its
relationship to a number of Grapevine's characters.

development of the property and to record its history. The applicant's intention is to ultimately
subdivide this property and construct a single family residential structure on the second lot. HL07-
07 will allow the Commission to have authority on the future construction through the CA process.

William Alonzo (Lon) Carloye
Lon Carloye, married to Roxie May, appears on the Grapevine census rolls as early as
1910.
Based upon various public records, he was born in 1881 or 1883 and had a brother,
George, also listed on the 1910 Census.
In 1910, both Lon and his brother are recorded as being Farmers. Lon and Roxie have
two children, Cloyd Clifton age 3, and Cleo (actually Edna Mae) age under 1 year.
In the 1930 Census, Lon and Roxie are listed with two additional children, Fay E. age 17
(Ella Faye) and Dorothy L. age 7 (Dorothea L.). Lon is recorded as being a Teamster
building roads, Roxie is recorded as a seamstress and their daughter Fay is listed as a
waitress at the hotel.
Also in the 1930 Census, Their daughter Edna, age 19, is listed with her husband Earl
Pirkle, 25, a laborer.
Mentions of the Family in the Grapevine Sun:
December 13, 1928:
Mr. Earl Pirkle and Miss Edna Mae Carloye, of Grapevine, were married last
Saturday evening, December 9, at six o'clock in the Baptist Parsonage. They will
make their home with the bride's mother. They are a promising young couple and
we sincerely hope for them a long, happy and prosperous life.
February 15, 1940:
Miss Dorothy Carloye, daughter of Mr. and Mrs. Lon Carloye, and Harold
Ingram of Fort Worth, were married at the Methodist Parsonage at 4: 00 o'clock
Sunday afternoon. Rev. A. W. Franklin officiating.
May 22,1958:
W.A. Carloye Dies:
Funeral services were held at 4 p.m. Tuesday in First Methodist Church for
William Alonzo Carloye, 75. Burial was in Grapevine Cemetery with Foust
Funeral Home in charge of arrangements. Carloye, a retired cafe owner, died
here Monday. He had lived in Grapevine the past 71 years. Survivors include his
wife, three daughters, Mrs. Edna Pirkle of Grapevine, Mrs. Faye Ferris of Ft.
Worth and Mrs. Dorothy Thompson of Dallas; a son Cloyd Carloye of Hayward
Calif; a brother; three half-brothers and a half sister.
November 2, 1972
Roxie Mae Carloye, obituary:
Funeral services were held at 2 p.m. Tuesday at First Baptist Church in
Grapevine for Mrs. Roxie M. Carloye, 89, who died Sunday. Internment was in
Grapevine Cemetery with J.E. Foust & Son Funeral Directors in charge of
arrangements.
Mrs. Carloye was a native and life-long resident of Grapevine. She and her late
husband, Lon Carloye, owned and operated a restaurant here for many years. She
was a member of the First Baptist Church.
Survivors include two daughters, Mrs. Dorothea L. Rich of Grapevine and Mrs.
Faye Anderson of Ft. Worth, a son CC Carloye of Newark Calif, two sisters,
Mrs. Fannie Milhearn of Ft. Worth and Mrs. Mrs. Ethel Davis of Houston, a
brother John Thompson of Oklahoma, five grandchildren, 12 great-
grandchildren, and three great -great-grandchildren.

The application was filed by owner, Kimberly Schuld requesting the approval of a Historic
Landmark overlay for Block 11, Lot 1 B, S137.5' N197.5' E89.5' Lott.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, August 22, 2007, at 6:30 P.M., at 200 S. Main Street, 2nd
Floor, Council Conference Room.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
