SUBJECT: APPROVAL FOR THE AWARD OF RFQ 445-2017 FOR WATER
PARTS FOR THE RUTH WALL AND STATE HIGHWAY 26
PROJECT
RECOMMENDATION:
City Council to consider approval for the award of an RFQ #445-2017 for water parts for
the Ruth Wall and State Highway 26 project from Ferguson.
FUNDING SOURCE:
Funding for this purchase is currently available in 200-43360-534-0 (W/W Treatment
Infrastructure Maintenance) for an amount not to exceed $38,488.13.
BACKGROUND:
There are three connecting transmission water mains located at the northeast corner of
the Ruth Wall and State Highway 26 intersection. The water connections at this
intersection are anywhere from 25 to 35 years old that have multiple leaks and are
currently out of service. Repairs will need to be completed before high summer demand.
The project will consist of replacing several nonfunctioning valves and reconfiguring the
connections to avoid future emergency repairs and system downtime.
Quotes were taken in accordance with the city purchasing policy. Formal bids and
advertisements are not required for purchases under $50,000. An informal RFQ #445-
2017 was issued through the City eBid system and 249 vendors were notified of the bid
through electronic notifications. Twenty one vendors viewed the bid and three submitted
quotes as noted below. Ferguson submitted the lowest responsible and responsive quote
meeting specifications.

ACT Pipe & Supply, Inc. $41,223.61
HD Supply Waterworks $42,111.00
Staff recommends approval.
