HomeMy WebLinkAboutItem 06 - Lift Bag KitMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 21, 2025 SUBJECT: LIFT BAG KIT FOR THE GRAPEVINE FIRE DEPARTMENT'S TECHNICAL RESCUE TEAM RECOMMENDATION: Consider a resolution authorizing staff to submit an application to the Urban Area Security Initiative in order to procure a lift bag kit for the Fire Department's technical rescue team. FUNDING SOURCE: Funds are available in the Grant Fund BACKGROUND: Each year, the Dallas/Fort Worth/Arlington Urban Area Security Initiative (DFWA UASI) provides funds to Tarrant County to assist with providing support to anti -terrorism activities. Tarrant County allocates a portion of those funds to the Northeast Fire Department Association to assist with funding activities that meet grant guidance. This year, NEFDA is purchasing Lift Bag Kits to replace the current kits that have reached the end of their service life. Lift bag kits provide crucial support in lifting and stabilizing vehicles involved in accidents and in the event of building collapses. There is no cost match associated with this grant other than the labor necessary to administer the grant. RESOLUTION NO. 2025-003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION OF AN URBAN AREA SECURITY INITIATIVE (UASI) GRANT ON BEHALF OF THE NORTHEAST FIRE DEPARTMENT ASSOCIATION (NEFDA) AND PROVIDING AN EFFECTIVE DATE WHEREAS, The Grapevine City Council finds it in the best interest of the citizens of Grapevine, that the Urban Area Security Initiative be used to procure equipment for the Northeast Fire Department Association (NEFDA); and WHEREAS, The Grapevine Fire Department Operates a Technical Rescue Team in support of NEFDA; and WHEREAS, the Technical Rescue Team is in need of a lift bag kit to replace current aging equipment; and WHEREAS, Grapevine City Council agrees that in the event of loss or misuse of the Office of the Governor funds, Grapevine City Council assures that the funds will be returned to the Office of the Governor in full; and WHEREAS, Grapevine City Council designates the Fire Chief as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and WHEREAS, all legal prerequisites for the adoption of this resolution have been met, including but not limited to the Local Government Code and the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That Grapevine City Council approves submission of the grant application to the UASI for the purpose of procuring lift bag kits in order to equip the Grapevine Fire Department's Technical Rescue Team. Section 3. That this resolution shall become effective from and after the date of its passage.
