SUBJECT: PURCHASE OF A SOFTWARE CONTRACT FOR
OPENGOV/VERTOSOFT ASSET MANAGEMENT SOFTWARE
(CARTEGRAPH)
RECOMMENDATION: City Council to consider a contract for Cartegraph asset management
system software updates, support, and maintenance with
Open Gov/Ve rtosoft. Parks and Recreation Director recommends
approval.
FUNDING SOURCE: Funds are available in the General Fund (Parks) and Lake Parks Fund for
an amount not to exceed $45,506.
BACKGROUND: This purchase is for OpenGov/Vertosoft Cartegraph asset management
software system and professional service support to implement the
system for the Parks and Recreation Department. The Cartegraph
software was recently bought out by OpenGov, so eventually there will be
a tie in from our asset management system to the new Finance system.
The Parks and Recreation Department does not currently have an asset
management system. This system will help the Department operate more
efficiently, effectively, and transparently by creating, tracking, and
organizing assets within the Department and those shared with the Public
Works Department. The Public Works Department has been successfully
using the Cartegraph system to manage all of the assets maintained by
the Public Works Department and the system has proven to be a useful
tool for the team. Information Technology and Finance are both in support
of the purchase of this asset management software.
This purchase will be made in accordance with an existing interlocal
agreement with The Texas Department of Information Resources (DIR) as
allowed by Texas Local Government Code, Chapter 271 and Texas
Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
Open Gov/Ve rtosoft. The Parks and Purchasing staff reviewed the contract
for departmental specification compliance and pricing and determined that
the contract would provide the best product and pricing for meeting the
needs of the City.
Staff recommends approval
