HomeMy WebLinkAboutItem 07 - Fire Physicals GrantMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 21, 2025 SUBJECT: RESOLUTION REQUESTING THE SUBMISSION OF A GRANT APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY'S ASSISTANCE TO FIREFIGHTERS GRANT RECOMMENDATION: Consider approval of a resolution authorizing staff to submit an application to the FY 2024 Assistance to Firefighters Grant in order to procure funds that will assist in providing annual physicals for Grapevine Fire Department personnel. FUNDING SOURCE: No funding is currently required until approval of the grant is received. Upon approval, an appropriation ordinance will be required to receive grant funds and appropriate any matching funds required. BACKGROUND: The City of Grapevine contracts with Front Line Mobile Health to provide physicals and medical surveillance to first responders and support staff. The Grapevine Fire Department is requesting permission to submit an application to the Federal Emergency Management Agency's Assistance to Firefighters Grant for funds that will greatly reduce the burden of this cost on the taxpayer. The Federal Emergency Management Agency will provide $480,000 and the City of Grapevine will provide $48,000. RESOLUTION NO. 2025-004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION OF AN FY24 ASSISTANCE TO FIREFIGHTERS GRANT AND PROVIDING AN EFFECTIVE DATE WHEREAS, The Grapevine City Council finds it in the best interest of the citizens of Grapevine, that the Grapevine Fire Department provide the best available medical surveillance program available; and WHEREAS, The Grapevine Fire Department has contracted with Front Line Mobile Health to provide annual physicals and medical surveillance; and WHEREAS, the Assistance to Firefighters Grant (AFG) managed by the Federal Emergency Management Administration (FEMA) offers an opportunity to reduce the financial impact of this care to the Grapevine taxpayer; and WHEREAS, Grapevine City Council agrees that in the event of loss or misuse of the Office of the Governor funds, Grapevine City Council assures that the funds will be returned to the Office of the Governor in full; and WHEREAS, Grapevine City Council designates the Fire Chief as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and WHEREAS, all legal prerequisites for the adoption of this resolution have been met, including but not limited to the Local Government Code and the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That Grapevine City Council approves submission of the grant application to the FY 2024 FEMA AFG for the purpose of procuring funds to assist on providing annual physical assessments and medical surveillance. Section 3. That this resolution shall become effective from and after the date of its passage.
