I a I 't Sy DFW 3 I Hall -Johnson �Airport 60 a I L, I T — — — — M o I L-3 I Glade Rd I H _ 0 APPLICANT: Darren Andrews — McAdams Company PROPERTY LOCATION AND SIZE: The subject property is located at 1035 Texan Trail and is platted as Block 2, Lot 2A, Airport Crossing JV Wells Addition. The site contains 23.320 acres and has approximately 914 feet of frontage along Texan Trail and approximately 1,618 feet of frontage along East Wall Street. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to amend the previously approved site plan CU23-05 (Ord. 2023-018) to allow sales and rental of heavy equipment and machinery. This request is specifically to allow monument signs proposed along Texan Trail to exceed maximum height and effective area requirements. On November 6, 2024, the Site Plan Review Committee (SPRC), heard conditional use permit request CU24-48 to construct a 10-foot-tall concrete retaining wall adjacent to Building 2 and to allow two monument signs to exceed maximum height and effective area requirements. At that time, SPRC partially approved conditional use permit CU24-48, allowing the construction of a 10-foot-tall concrete retaining wall adjacent to Building 2. However, SPRC referred the signage request to the December 17, 2024, joint City Council and Planning and Zoning Commission public hearing for consideration. On December 17, 2024, City Council tabled conditional use permit CU24-48A to the January 21, 2025 meeting to allow the applicant additional time to review all available options. With this request (CU24-48A), the applicant proposes two monument signs. Each sign has two components: a corporately branded Sunbelt Rentals sign and a design feature wall situated directly behind it. The primary monument sign is proposed for the southwest corner of the site, adjacent to Texan Trail. This sign will stand 7 feet 6 inches tall and will cover an area of approximately 116 square feet. The design feature wall located approximated 6 inches behind this sign will be 10 feet tall and will measure 155 square feet. The secondary monument sign is proposed for the northwest corner of the site, at the intersection of Texan Trail and East Wall Street. This sign will be 10 feet tall and will cover approximately 80 square feet. The design feature wall behind this sign will be 12 feet tall and will measure 102 square feet. The signs will feature raised, back -lit lettering. All lighting will not exceed 3.0-foot candles at the property line. The comparison table below shows: 1. PRESENT ZONING AND USE: The property is zoned "BP", Business Park District and is currently under construction for Sunbelt Rentals. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the surrounding area to the north, south and east were zoned 1- 2", Heavy Industrial District prior to the 1984 City-wide rezoning. The property to the west was zoned "C-2", Community Business District prior to the 1984 City-wide rezoning. On January 18, 2005, City Council approved Z04-16 to rezone 41.235 acres from "PID", Planned Industrial Development District to "CC", Community Commercial District. CU24-48A.4 2 On March 21, 2023, City Council approved zone change Z23-02 (Ord. 2023-017) to rezone 23.320 acres from "CC", Community Commercial District to "BP", Business Park District for the development of an integrated commercial office -warehouse development with outside storage and display areas, a conditional use permit CU23-05 (Ord. 2023-018) to allow sales and rental of heavy equipment and machinery, and a planned development overlay PD23-01 (Ord. 2023-019) to deviate from but not be limited to building encroachment and paving within the required front yard of the "BP", Business Park District. On November 6, 2024, the Site Plan Review Committee approved conditional use permit CU24-48 to construct a 10-foot-tall concrete retaining wall adjacent to Building 2. Also on the subject site, the Site Plan Review Committee referred to the December 17, 2024, joint City Councill and Planning and Zoning Commission public hearing, a conditional use request to allow two monument signs to exceed maximum height and effective area requirements. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "CC", Community Commercial District — Great Wolf Lodge and vacant undeveloped lot west of Great Wolf Lodge SOUTH: "CC", Community Commercial District — Oncor Vineyard Switching Station EAST: "CC", Community Commercial District — Formerly Chesapeake Energy oil and gas drilling site WEST: "CC", Community Commercial District and "R-MF", Multifamily District — Office development and Grapevine Station apartments AIRPORT IMPACT: The subject site is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B" the following uses may be considered only if sound treatment is included in the building design: multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and business services. Single-family residential and sound sensitive uses such as schools and churches should avoid this zone. The proposed office, warehouse and outside storage and display is an appropriate use in this noise zone. MASTER PLAN APPLICATION: Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property CU24-48A.4 3 as Commercial/Mixed Use (CMU) land use. The applicant's proposal is compliantwith the Master Plan. THOROUGHFARE PLAN APPLICATION: The City of Grapevine Thoroughfare Plan designates Texan Trail as a Type A, Major Arterial with a minimum 100-foot right-of-way developed as six lanes with a median lane.
