CALL TO ORDER
PUBLIC HEARING
1. Public Hearing to obtain input from the public in reference to the revised
Agency's Admissions & Continued Occupancy Policy, Dwelling Lease, and
Agency Policies and revised 5-Year Capital Action Plan for 2024-2028, 2024
Annual Plan.
REGULAR MEETING
CITIZEN COMMENTS
2. Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board.
Citizens will have 3 minutes to address the Board of Commissioners. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.
PRESENTATIONS
3. Executive Director to provide an update on the final judgement to dismiss the case
United States of America v. Housing Authority of the City of Grapevine, Texas.

5. Consideration of the minutes from the January 23, 2025, meeting and take any
necessary action.
6. Consideration of Resolution No. 25 - 01 to approve the Agency's revised
Agency's Admissions & Continued Occupancy Policy, Dwelling Lease, and
Agency Policies and revised 5-Year Capital Action Plan for 2024-2028, 2024
Annual Plan.
7. Consideration and approval of Resolution No. 25-02 to authorize the Executive
Director to enter into a contract with Allen Cornell, CPA, for fee accounting
services
8. Consideration and acceptance of the December 2024 and January 2025,
monthly financial statements and take necessary action.

The Board of Commissioners of the City of Grapevine Housing Authority met in Public and Regular Sessions on this
the 27th day of February 2025, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place,with
the following members present to wit:
Linda Troeger Chair
Bonnie McHugh Vice Chair
Bruce Woodward Financial Officer
Teri Rhodes-Cantu Commissioner
Ron Moxom Resident Commissioner
Constituting a quorum,with the following also present:
Duff O'Dell City Council Liaison
Jane Everett Executive Director
Call to Order
Chairperson Troeger called the meeting to order at 4:00 p.m.
Item#1 —PUBLIC HEARING
Chair Troeger opened the Public Hearing at 4:00
Public Hearing to obtain input from the public in reference to the Agency's revised Agency's Admissions&
Continued Occupancy Policy, Dwelling Lease,and Agency Policies and revised 5-Year Capital Action Plan
for 2024-2028, 2024 Annual Plan
No citizens or residents were present the public hearing.
Public Hearing closed 4:00
Item#2- Citizen Comments
No Citizen comments submitted.
Item#3—Presentation
The Executive Director presented to the Board of Commissioners an update on the Department of Justice v
City of Grapevine Housing Authority lawsuit. The Department of Justice filed the lawsuit August 14,2024.
The Judge dismissed the case with prejudice on January 29,2025.
Item#4- Report of the Executive Director(Informational Onlyl
A. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units,work
orders and statistical information for the waiting list for Public Housing through February 24,2025.
B. Capital Funds Report and Work in Progress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Report of Public Housing Activity and Issues
The Executive Director informed the Board that the waiting list will open in March and the intention to set
a maximum number if applications that will be accepted. This is to avoid receiving a large number of
applications and applicants having a several year wait to be housed.

Item#5-Consideration of the minutes from the Janus 23 2025 meeting and take any necessary action.
The Board was provided with the minutes from the January 23,2025, meeting for approval.
Commissioner Woodward made the motion and Commissioner Moxom seconded to approve the January 23,2025,
minutes as presented.
Ayes: Troeger,Woodward, McHugh, Rhodes-Cantu and Moxom
Nays: None
Motion passed: 5-0
Item#6 Consideration of Resolution No 25-01 to approve the Agency's revised Agency's Admissions&Continued
Occupancy Policy Dwelling Lease and Agency Policies and revised 5-Year Capital Action Plan for years 2024-2028
and the 2024 Annual Plan.
The Executive Director presented the Board with electronic copies of the updated Dwelling Lease,addendums and
policies,Admission and Continued Occupancy Policy and budgets for review. City Council member Duff O'Dell
asked Executive Directo Everett how many units had been converted from gas stoves to electric. Executive Director
said she would review the records and get back with a response.
Commissioner Moxom made the motion and Commissioner Rhodes-Cantu seconded to approve the Agency's
revised Agency's Admissions&Continued Occupancy Policy, Dwelling Lease,and Agency Policies and revised 5-
Year Capital Action Plan for years 2024-2028,and the 2024 Annual Plan.
Ayes: Troeger,Woodward, McHugh, Rhodes-Cantu and Moxom
Nays: None
Motion passed: 5-0
Item#7-Consideration and approval of Resolution No.25-02 to authorize the Executive Director to enter into a
contract with Allen Cornell CPA for fee accounting services.
The Executive Director presented the Board with the engagement letter from Allen Cornell,CPA for their review.
Commissioner McHugh made the motion and Commissioner Rhodes-Cantu seconded to approve the Executive
Director to enter into a contract with Allen Cornell, CPA,for fee accounting services.
Ayes: Troeger,Woodward, McHugh, Rhodes-Cantu and Moxom
Nays: None
Motion passed: 5-0
Item#8 Consideration and acceptance of the December 2024 and January 2025 monthly financial statements and
take necessary action.
The Executive Director presented the Board with an electronic copy of the December 2024 and January 2025
financial statements for their review. Commissioner Woodward reviewed the financial statements and reported he
found them to be acceptable
Commissioner McHugh made the motion and Commissioner Moxom seconded to approve the December 2024 and
January 2025 financial statements.
Ayes: Troeger,Woodward, McHugh, Rhodes-Cantu and Moxom
Nays: None
Motion passed: 5-0
ADJOURNMENT
Commissioner Woodward made the motion and Commissioner Rhodes-Cantu seconded that the meeting be
adjourned.

Nays: None
