ENAM It is the intent of this conditional use/site plan submittal to request approval for the modifications and expansion of the kitchen area of the existing restaurant. The existing equipment (ovens, cooktops, countertops, etc.) will be removed and replaced with updated and more energy efficient equipment. 2. An additional 757 SF of new construction will expand the kitchen and service area needed for a growing customer base. 3. The proposed improvements will provide for a more efficient food preparation and service by restaurant wait staff. 4. The wait time being experienced by the current customer base will be reduce. Facilitating overall customer service by delivering a pleasant dining experience. Other Provisions 1. The completion of Grapevine Mills remodel, the addition of 300 rooms to the Gaylord Hotel, the Silver Lake development and other developments currently underway will certainly mean the number of visitors to the City of Grapevine will soon exceed 20 million a year, if it hasn't already. Page I I Partners for a Better Quality of Life C WYJ The continued growth of development which results in more and more visitors to Grapevine is reflected in the growth of diners at Esparza's. This growth has increased wait time to the point where visitors are leaving Grapevine sooner than they should. This is a loss of business for not only Esparza's, but Grapevine as well. Visitors will go to other cities for their shopping and dining experience if they have been experiencing long wait times to be served. The proposed kitchen improvements would not cause harm to the value, use, or enjoyment of any adjacent properties. This effort would not negatively impact the continuity or sense of community in the City of Grapevine. We have an opportunity to not only provide a more efficient level of service at Esparza's Restaurant, but to make the dining experience much more pleasant by reducing the wait times for the many visitors that come to the City of Grapevine to shop and dine. This results in a win-win for both. Based on the submitted information, we feel that our proposed Conditional Use/Site Plan request provides a sound solution and keeps with the established Main Street Theme and Character. The proposed conditional use will not cause substantial harm to the value, use or enjoyment of other property in the neighborhood. The proposed design solution protects the general provisions of the Zoning/Development Ordinances, which provides for the orderly development within the City of Grapevine. BACKGROUND INFORMATION The subject property was rezoned from "C-2" Community Business District to Specific Use Permit for the possession, storage, retail sale, and on -premise consumption of alcoholic beverages incidental to the operation of a restaurant in accordance with the approved site plan (Ordinance 80-69). The subject property was rezoned from the Specific Use Permit in the 1984 City Rezoning to Central Business District. Conditional Use Permit CU89-20 (Ordinance 90-10) allowed for the sale, storage and on -premise consumption of alcoholic beverages (beer, wine and mixed drinks only). Zone Change Request Z97-14 and Conditional Use Request CU97-31 were considered at Council's July 1, 1997 meeting to allow for a .44 acre lot immediately to the rear of the subject site zoned "R-7.5" Single Family District, to be utilized for parking for the existing restaurant and to allow for outside dining at the front (north) and along the west side of the restaurant. The zone change application was approved however, the conditional use application specifically relative to the outside dining on the patio area to the west was denied. The Site Plan Review Committee at their August 29, 2001 meeting approved a small modification to the existing site plan for the subject site (CU01-43) to accommodate upgrades to the kitchen area. The Site Plan Review Committee at their April 24, 2002 meeting approved a conditional use permit (CU02-06) which amended the exterior elevations to the existing restaurant on the subject site and the interior seating area but with no increase in seating. The Site Plan Review Committee at their December 17, 2003 meeting approved a conditional use permit (CU03-49) that simply reconsidered the previous amendments associated with CU02-06 that had expired with no action taken. To match the existing exterior material, masonry Hardie Board siding is proposed for the expansion area. As a result of the expansion, available parking on the subject site will be reduced from 72 spaces to 70 spaces. The required parking for the restaurant is 97 spaces. The applicant is providing 70 spaces; including the city lot at the northeast corner of Worth and Jenkins Streets there is approximately 106 parking spaces available in the immediate vicinity. Last, to accommodate the expansion an existing refuse container enclosure is proposed to be relocated slightly south of the current location.
