Landscape Plan – Sheet #
NOTE: Light fixtures excluding accent lighting of architectural building features and lighting of public art
or public monuments shall be mounted no higher than the highest point of the primary structure on the
property. In no case shall light poles be greater than 30 feet in height. Acknowledged.
•Planter Islands must be located no further than 12 parking spaces and at the terminus of all
rows of parking spaces. Review and revise accordingly in the landscape summary table and on
the plan.
•Yaupon Holly is not on the Required Tree list for Landscaping. Review and revise accordingly.
•Label the landscape setback adjacent to East Northwest Highway as 25-foot landscape area.

PUBLIC WORKS

•Please see the attached Public Works comments on a separate PDF.
•Provide more detailed plans along Wall Street Parking. Provide grades showing drainage of
parking spaces and how existing ditch is to be addressed. Critical grades called out and flume has
been removed on the west side of the office building. On-site drainage and parking spaces to
sheet flow to Wall Street pavement. Drainage for adjoining properties will be finalized with the
offsite curb & gutter improvements called out on the Grading Plan.
•Flume will not be allowed to discharge to Wall Street. This makes an issue with the sidewalk.
Flume has been removed on the west side of the office building.
•Show existing power poles and other franchise utilities along Wall Street. Utilities shown on the
Wall Street frontage.
•Public Utility Easement will be needed on East Property line. 10 ft utility easement shown on plans
and added to proposed amended plat.
•Drainage notes/ can’t have the proposed flume in the BK parking lot. Flume has been removed on
the west side of the office building.
•Provide Details of Driveway Widening on northwest Hwy. There is an Existing Slot drain in the
driveway indicate storm drain installation. Existing slot drain has been shown on the Grading Plan
to be removed. A proposed 8-inch wide grated trench drain is proposed in the same general area,
for the proposed concrete driveway improvement. Trench drain manufacturer provided in the
construction callout, with manufacturer cut sheets to be provided at full construction plans
submittal.
•Indicate to relocate “adopt a street” sign. Label added for sign relocation.
•Parking along Wall Street; Developers agreement for 5’ sidewalk. Acknowledged.
•Pedestrian access easement may be acceptable instead of Right of way dedication depending on
design. Easement shown on plans.

•A minimum of 5’ sidewalk (6’ if adjacent to curb) is required along all frontages. Existing sidewalk

shown to connect to proposed ss manhole in Wall Street right-of-way.

PROPERTY LOCATION AND SIZE:
The subject property is located at 834 East
Northwest Highway and is platted as Lot 2, Ruth
Wall Addition. The lot contains approximately
1.0114 acres and has 146.10 feet of frontage along
East Northwest Highway and 146.10 feet of
frontage along East Wall Street.
REQUESTED CONDITIONAL USE, AND COMMENTS:
The applicant is requesting a conditional use permit to develop a drive-through
restaurant and a professional office building.
The applicant intends to develop a 2,978 square foot restaurant with drive-through (B-K
Sizzle) that is 18.26 feet tall and centrally located onsite. Customers will enter and exit
the site from East Northwest Highway at the northwest corner of the site. The drive-
through commences with dual lanes and culminating into a single lane on the east side
of the building and adjacent to the east property line. Neither outdoor seating or outdoor
speakers are offered.
Also, the applicant intends to develop a 4,140-square-foot professional office building,
which will be 24 feet tall and located on the south side of the site adjacent to East Wall
Street. Parking for the office is on the north side of the office building, accessed only
from East Northwest Highway at the northwest corner of the site. Vehicular access is not

proposed from East Wall Street.
Total required parking for the proposed uses is 36 parking spaces and 36 parking
spaces are provided.
PRESENT ZONING AND USE:
The property is currently zoned “HC”, Highway Commercial District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject and surrounding property were zoned “C-2”, Community Business District
prior to the 1984 City-wide Rezoning at which time the subject site was rezoned to “HC”,
Highway Commercial District. The property to the south was rezoned from “R-1”, Single
Family District to “R-12.5”, Single Family District in the 1984 City-wide Rezoning and is
currently developed as the D. E. Box Addition. The property to the north was zoned “C-
2”, Community Business District prior to the 1984 City-wide Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:

AIRPORT IMPACT:
The subject tract is located within “Zone A” zone of minimal effect as defined on the
“Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few
activities will be affected by aircraft sounds in Zone A except for sound sensitive
activities such as auditoriums, churches, schools, hospitals, and theaters. The
applicant’s proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject
property as Commercial (CO) land use. This request is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:

The Thoroughfare Plan designates East Northwest Highway a Type C Minor Arterial with
a minimum 80-foot right-of-way developed as four lanes with a center turn lane. The
Thoroughfare Plan designates East Wall Street as a Type F Collector with a minimum
60-foot right-of-way developed as two lanes.

FOR NORTH CENTRAL TEXAS"- LATEST EDITION, "TEXAS DEPARTMENT OF TRANSPORTATION STANDARD SPECIFICATIONS FOR
CONSTRUCTION AND MAINTENANCE OF HIGHWAYS, STREETS AND BRIDGES" - LATEST EDITION AND THE CITY OF GRAPEVINE
STANDARDS AND SPECIFICATIONS.
2.THE CONTRACTOR SHALL BE RESPONSIBLE FOR SUBMITTING A COPY OF THE BID PROPOSAL FOR ALL PUBLIC IMPROVEMENTS TO
THE CITY OF GRAPEVINE AT THE PRE-CONSTRUCTION MEETING. THIS PROPOSAL SHALL INCLUDE UNIT COSTS, QUANTITIES AND
AMOUNTS.
3.ANY DISCREPANCIES BETWEEN GENERAL NOTES AND CITY SPECIFICATIONS OR DETAILS SHALL BE WHICHEVER IS MORE
RESTRICTIVE AS DETERMINED BY THE CITY INSPECTOR.
4.THE OWNER/CONTRACTOR SHALL BE RESPONSIBLE FOR PAYING A 5% INSPECTION FEE TO THE CITY OF GRAPEVINE AT THE
PRE-CONSTRUCTION MEETING FOR ALL PUBLIC IMPROVEMENTS AND PRIVATE STORM DRAIN.
5.NO WATER JETTING IS ALLOWED FOR WATER, SANITARY SEWER AND STORM DRAINAGE CONSTRUCTION.
6.ALL TRENCHES THAT ARE EXCAVATED TO A DEPTH IN EXCESS OF FIVE (5) FEET SHALL BE EXCAVATED AND MAINTAINED IN A
MANNER THAT MEETS ALL OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) STANDARDS. PRIOR TO THE EXCAVATION
AND CONSTRUCTION OF THE TRENCH(ES), THE CONTRACTOR SHALL BE RESPONSIBLE FOR SUBMITTING TWO (2) TRENCH SAFETY
PLANS PREPARED BY A LICENSED PROFESSIONAL ENGINEER IN ACCORDANCE WITH OSHA STANDARDS.
7.ALL EMBEDMENT AND BACKFILL SHALL BE WETTED TO APPROXIMATE OPTIMUM MOISTURE AND COMPACTED IN TWELVE (12) INCH
LIFTS TO 95% STANDARD PROCTOR DENSITY. DENSITY TESTS SHALL BE OBTAINED FOR EACH FIVE (5) FEET OF DEPTH AND FOR
EACH 100 LINEAL FEET OF TRENCH OR INCREMENT THEREOF. THE CONTRACTOR SHALL BE RESPONSIBLE FOR SUBMITTING A COPY
OF ALL GEOTECHNICAL LABORATORY REPORTS/TEST RESULTS TO THE CITY.
8.THE CONTRACTOR SHALL BE RESPONSIBLE FOR CONTACTING THE CITY OF GRAPEVINE BUILDING DEPARTMENT AT 817-410-3010,
TO REQUEST A TREE PRESERVATION INSPECTION PRIOR TO ANY WORK COMMENCING ON THESITE.
9.THERE SHALL BE NO FILLING IN THE FLOODPLAIN OR DUMPING WITHIN THE CITY OF GRAPEVINE WITHOUT AN EXECUTED “FILL”
AGREEMENT.
10.THE CONTRACTOR SHALL BE RESPONSIBLE FOR RECORDING ALL FIELD CHANGES TO THE PLANS. THE PROJECT ENGINEER SHALL
INCORPORATE THESE CHANGES INTO “AS-BUILT” RECORD DRAWINGS.
11.THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING EROSION CONTROL IN ACCORDANCE WITH THE EROSION CONTROL
PLAN PREPARED BY THE ENGINEER AND APPENDIX F OF THE CITY OF GRAPEVINE’S CODE OF ORDINANCES.
12.THE CITY OF GRAPEVINE'S CONSTRUCTION INSPECTOR OVERTIME POLICY ALLOWS THE CONTRACTOR TO WORK FROM 7 A.M. TO 7
P.M., MONDAY THROUGH SATURDAY. NO WORK IS ALLOWED ON SUNDAYS. OVERTIME CHARGES OF $45 PER HOUR SHALL BE PAID
TO THE CITY BY THE CONTRACTOR FOR WORK OUTSIDE THE NORMAL WORK WEEK (I.E. 8 A.M. TO 5 P.M., MONDAY THROUGH
FRIDAY). SATURDAY WORK REQUIRES A FOUR (4) HOUR MINIMUM OVERTIME CHARGE.
13.EACH CONTRACTOR WITHIN THE PROPOSED DEVELOPMENT SHALL GUARANTEE THEIR WORK FOR A PERIOD OF TWO (2) YEARS
AFTER THE DATE OF FINAL ACCEPTANCE BY THE CITY OF ALL PUBLIC IMPROVEMENTS. MAINTENANCE BONDS SHALL BE IN AN
AMOUNT EQUAL TO 25 PERCENT OF THE CONSTRUCTION COSTS OF THE IMPROVEMENTS WITHIN PUBLIC RIGHT-OF-WAY OR
EASEMENTS. INCLUDING EXCAVATION/FILL FOR PUBLICSTREETS.
14.THE CITY OF GRAPEVINE'S CODE OF ORDINANCES SHALL BE ADHERED TO. SPECIAL ATTENTION SHOULD BE GIVEN TO APPENDIX F,
EROSION AND SEDIMENTATION CONTROL. SECTION F OF THIS ORDINANCE ALLOWS THE DIRECTOR OF PUBLIC WORKS TO ISSUE A
"STOP-WORK ORDER" FOR ANY DEVELOPMENT, IMPROVEMENT, OR CONSTRUCTION WHICH IS IN VIOLATION OF THIS ORDINANCE.
15.ALL UTILITY RELOCATIONS WILL BE DONE AT THE DEVELOPER'S EXPENSE.
16.ALL WATER USED IN CONSTRUCTION SHALL BE POTABLE WATER; UNLESS OTHERWISE APPROVED BY PUBLIC WORKS INSPECTOR
