GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER REGULAR MEETING CITIZEN COMMENTS 1. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. Citizens will have 3 minutes to address the Board of Commissioners. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 2. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through April 21, 2025 D. Update from the Resident Advisory meeting held on March 21 and April 18, 2025. E. Quarterly Investment Report for Quarter 1 2025 NEW BUSINESS 3. Consideration of the minutes from the February 27, 2025, meeting and take any necessary action. 4. Consideration and acceptance of the February and March 2025 monthly financial statements and take necessary action. 5. Report by the Ex Officio member of the Senior Citizens Advisory Board on the April 1, 2025 meeting. State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the City of Grapevine Housing Authority met in Regular Session on this the 24th day of April 2025, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place,with the following members present to wit: Linda Troeger Chair Bruce Woodward Financial Officer Teri Rhodes-Cantu Commissioner Ron Moxom Resident Commissioner Constituting a quorum,with the following also present: Jane Everett Executive Director Call to Order Chairperson Troeger called the meeting to order at 4:00 p.m. Item#1 - Citizen Comments No Citizen comments submitted. Item#2-Report of the Executive Director(Informational Only) A. Rent Delinquency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units,work orders and statistical information for the waiting list for Public Housing through April 21,2025. The Executive Director also reported on the average days to close the February and March work orders. The Board asked how the new maintenance structure with the City of Grapevine was going. The Executive Director reported it has been a challenge training eight Facility Services people and organizing the purchasing and communications. The Board asked the Executive Director to consider alternative solutions. B. Capital Funds Report and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housing Activity and Issues The Executive Director updated the Board on the results of the opening the waiting list in March 2025. A total of 1350 applications were accepted in less than 24 hours. The Executive Director updated the Board a Public Housing Capital Fund Emergency and Disaster Grant (EDG)was discovered that could possibly help cover the expenses to replace the cast iron pipes under the units on Starr Place and Texas St. NEW BUSINESS Item#3-Consideration of the minutes of the February 27 2025 meeting and take necessary action. The Board was provided with the minutes from the February 27,2025, meeting for approval. Commissioner Rhodes-Cantu made the motion and Commissioner Moxom seconded to approve the February 27, 2025, minutes as presented. Ayes: Troeger,Woodward, Rhodes-Cantu and Moxom Nays: None Absent: Bonnie McHugh Motion passed: 4-0 Item#4-Consideration and acceptance of the February and March 2025 monthly financial statements and take necessary action. The Executive Director presented the Board with electronic copies of the February and March 2025 financial statements for their review. Commissioner Woodward reviewed the financial statements and reported he found them to be acceptable Commissioner Woodward made the motion and Commissioner Rhodes-Cantu seconded to approve the February and March 2025 financial statements. Ayes: Troeger,Woodward, Rhodes-Cantu and Moxom Nays: None Absent: Bonnie McHugh Motion passed: 4-0 Item#5 —Report by the Ex Officio member of the Senior Citizens Advisory Board on the April 1.2025, meeting No report given. ADJOURNMENT Commissioner Moxom made the motion and Commissioner Woodward seconded that the meeting be adjourned.
