HomeMy WebLinkAboutItem 28 - AssessmentMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 6, 2025 SUBJECT: PURCHASE OF RISK AND RESILIENCY ASSESSMENT AND EMERGENCY RESPONSE PLAN UPDATE RECOMMENDATION: City Council to consider the approval for the purchase of a Risk and Resiliency Assessment and Emergency Response Plan update from Assureco Risk Management (Municipal H20) for the Public Works Department. FUNDING SOURCE: Funds are available in the Utility Enterprise Fund for an estimated amount of $27,500. BACKGROUND: The American Water Infrastructure Act (AWIA) of 2018 requires that all community (drinking) water systems serving more than 3,300 people develop a Risk and Resiliency Assessment (RRA) of their water system and an Emergency Response Plan (ERP) certification. AWIA also requires that the RRA and ERP be updated every 5 years. The original RRA and ERP were prepared by Gresham Smith, Inc. and submitted to the Environmental Protection Agency in 2021. Due to the increase in population our plans are required to be submitted this year before the 5- year time frame. The overall purpose of the RRA and ERP is to study vulnerabilities to our water system by potential occurrences such as system failure, natural catastrophes and malevolent actions. The study is also intended to not only point out weaknesses in our water system, but to determine action plans to deal with identified risks. This procurement will be made in accordance with the Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (4), personal, professional or planning services. Staff recommends approval.
