HomeMy WebLinkAboutItem 12 - House RelocationMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 6, 2025 SUBJECT: APPROVAL OF A HOUSE MOVING PERMIT AND A SERVICE CONTRACT RECOMMENDATION: City Council consider a contract for the relocation of the historic Georgia Winfrey House from 750 Shady Brook to the Ted R. Ware Plaza at 619 Church Street with H.D. Snow and Son House Moving, Inc. and an ordinance to appropriate the funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Township Revitalization Fund in the total amount of $25,650.00. BACKGROUND: The request is to relocate the Historic 1908 Winfrey House from 750 Shady Brook in Grapevine to the rear of the property at 619 South Church Street, at the Ted R. Ware Plaza. The lot where the house would be located is 9,240 square feet in size. The existing house living area is 1,200 square feet. The building height is 17 feet; the front of the house would face the plaza, and the rear of the house would be accessible from the Grapevine Convention & Visitor's Bureau parking lot. This house originally stood on the north side of the first block east of Main Street, on East Franklin Street. A planned expansion of the parking lot south of Esparza's Restaurant in the 1990's threatened the house. The house was saved from demolition when it was donated to GRACE by Mr. Esparza and in 1996 was relocated to 750 Shady Brook where it served as the headquarters for GRACE for many years. The land the house currently occupies is owned by the City of Grapevine and is needed for an expansion to its sewage treatment facility. The Grapevine Convention & Visitors Bureau would relocate the house to the Ted R. Ware Plaza and place it to the east of the Sister City Friendship Hall. GRACE has agreed to donate the house to the City. The front porch of the house would serve as a stage for the plaza where musical and children's groups could perform, and outdoor presentations could be given. The interior of the house would be used for storage for the Grapevine Convention & Visitor's Bureau. The exterior of the house would be restored to its period of significance of 1908. It would be painted white on the exterior and the front porch columns restored. Certificate of Appropriateness application #CA25-14 was approved by The Historic Preservation Commission on April 23, 2025. The purchase of services to move the Historic 1912 Winfrey House from 750 Shady Brook to 619 Church Street will be made from H.D. Snow and Son House Moving, Inc. who specializes in house moving services and will be made as a sole source purchase in accordance with Local Government Code Chapter 252, Subchapter B, §252.022. We will move the house, in one load, to the designated location for the cost of $ 25,650.00. We will leave the wooden porch at the current location. You will be responsible for a new foundation to set the house on at the new location. Snow and Son House Moving Inc. ow Preservation Through Relocation #% ORDINANCE NO. 2025-015 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING $25,650.00 IN THE GRAPEVINE TOWNSHIP REVITALIZATION FUND FOR HOUSE MOVING SERVICES CONTRACT: DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to award a contract to H.D. Snow and Son House Moving, Inc. for house moving services; and WHEREAS, funding of $25,650.00 is available in the Grapevine Township Revitalization Fund; and WHEREAS, constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby appropriates $25,650.00 in the Grapevine Township Revitalization Fund. Section 3. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 4. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
