SUBJECT: APPROVAL OF A HOUSE MOVING PERMIT
RECOMMENDATION: City Council to consider a contract for the relocation of the historic Tate
House from 122 West Peach Street to the Cotton Belt Railroad District to
H.D. Snow and Son House Moving, Inc., and an ordinance to appropriate
the funds.
FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the
Township Revitalization Fund in the total amount of $40,200.
BACKGROUND: This request is to relocate the Historic 1888 Tate House from 122 West
Peach Street in Grapevine to the Cotton Belt Railroad Historic District at
701 South Main Street.
This house was originally built on the Tate Farm on Denton Creek prior to
the construction of Lake Grapevine. It stood at the end of Dove Road
where Scott's Landing is today. In 1951, it was moved to its current
location at 122 West Peach Street. Mayor Tate's uncle and family
occupied the house until his death. The property has been sold, and the
site is to be redeveloped for two single family homes.
The Grapevine Convention & Visitors Bureau would move the house to
the Cotton Belt Railroad Historic District and locate it in the open area
between the Bragg House and the Cotton Belt Water Tower and
Blacksmith Shop.
The front porch of the house would face the Section Forman's House and
the GVRR Platform. The House with its two front doors would allow for
two rental spaces for artisans. The exterior of the house would be restored
to its period of significance of 1888 with wood siding and trim, wood
doors, and windows.
It would be painted in period colors appropriate to the Cotton Belt Railroad
District. The front porch and columns would be restored. The existing
house living area is 1,200 square feet in size. The building height is 18
feet.
Certificate of Appropriateness application #CA25-15 was approved by The
Historic Preservation Commission on March 26, 2025.
The purchase of services to move the Historic 1888 Tate House from 122
West Peach Street to 701 South Main Street, Grapevine, Texas will be
made from H.D. Snow and Son House Moving, Inc. who specializes in
house moving services and will be made as a sole source purchase in
accordance with Local Government Code Chapter 252, Subchapter B,
§252.022. General Exemptions (a)(7)(3).

Mr. Klempin;
It is a pleasure to submit the following proposal to you for the relocation
of the Tate House.
We propose to cut the house in two loads, at the agreed place, in order
to move to the new location.
We will cut and disconnect the add -on rooms on the East and West side of
the rear load, which is the kitchen. We will set the debris to one side or put in
a roll -off dumpster, supplied by you at the present location.
You will be responsible for a new foundation, any overhead wires along the move route, any
street or signal lights, permits and police escorts.
The cost to move the Tate House in two loads is $ 35,750.00. The cost to cut and tear down the
two rooms in order to access the two loads is $ 4,450.00.

ORDINANCE NO. 2025-021
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS; APPROPRIATING $40,200 IN THE
GRAPEVINE TOWNSHIP REVITALIZATION FUND FOR
SERVICES CONTRACT; DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Grapevine desires to award a contract to
H.D. Snow and Son House Moving, Inc. for house moving services; and
WHEREAS, funding of $40,200.00 is available in the Grapevine Township
Revitalization Fund; and
WHEREAS, constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance is in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby appropriates $40,200 in the Grapevine
Township Revitalization Fund.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety,
and general welfare which requires that this ordinance shall take effect immediately from
and after its passage and it is accordingly so ordained.
