PROJECT DESCRIPTION: CU25 -13; Caribou Coffee – submitted by MR Thomas Engineering, LLC for
property located at 897 West Northwest Highway, platted as Block 1, Lot 2R1, M.L. Hurst Addition. The applicant
is requesting a conditional use permit to amend the previously approved site plan CU21 -29 (Ord. 2022 -029) to
allow for the development of a 675 square foot restaurant with a drive through and outdoor dining. This request
is specifically to reduce the drive through lanes to one, rebrand the signage, and repurpose the existing building
for a Caribou Coffee. The property is zoned “HC”, Highway Commercial District is owned by Luminate Bank.

SUBJECT: CONDITIONAL USE REQUEST CU25-13, CARIBOU COFFEE,
897 WEST NORTHWEST HIGHWAY
RECOMMENDATION
Staff recommends the Site Plan Review Committee (SPRC) consider the proposed
changes to amend the previously approved site plan CU21-29 (Ord. 2022-029) to allow
for the development of a 664 square foot restaurant with a dual-drive through and outdoor
dining. This request is specifically to reduce the drive through lanes to one, rebrand the
signage, and repurpose the existing building for a Caribou Coffee. The property is zoned
“HC”, Highway Commercial District is owned by Luminate Bank.
REQUEST
With this request, the applicant proposes to repurpose an existing 664 sq.ft. coffee shop
with a drive through and outdoor dining for a Caribou Coffee. The following are the
proposed changes to the site:
• Remove the outer menu board and speaker to reduce the drive -through lanes to
one;
• Add a clearance bar along the eastern side of the building; and
• Repurpose and/ or replace existing signage for new brand (all signage is compliant
with Section 60. Sign Standards).
The applicant proposes no other changes to the site and intends to maintain the same
number of outdoor seats as previously approved (6 seats).
BACKGROUND INFORMATION
The subject property and the sites to the east and south were rezoned in the 1984 City -
wide Rezoning from "R-1", Single-Family Dwelling District to “HC", Highway Commercial
District. The site to the north was rezoned from “CC”, Community Commercial District to
"HC", Highway Commercial District.
• On April 19, 2022, City Council approved CU21-29 (Ord. 22-29) to allow for the
development of a 664 square foot restaurant with a drive through and outdoor
dining.
