from retail to yet another winery.
This change would contribute to a growing imbalance and shift the character of the area even further
away from family-friendly, daytime retail that supports local tourism, to a nightlife-oriented business that
primarily draws traffic in the evening hours.
Adding yet another winery moves the Main St area away from it's small town charm with mom and pop
shops and restaurants. The winery market is already saturated in Grapevine, especially the Main St area.
Lastly, the new owners have no ties to the City of Grapevine, they do not know the neighborhood, the
people or even the leadership of Grapevine and all the hard work that's been done over the years to make
Grapevine what it is today. They are coming in with grandeur visions that are self-serving to her social
status instead of what's best for the city and the historic Main St. They drove out an existing long-term
tenant with outrageous lease rates. These rates could potentially entice other owners to do the same
and drive out more of these long standing mom and pop shops that have been on Main St for a very long
time. Unsustainable lease rates for small business owners will simply cause many more vacant buildings
on Main St and less tourism.
I sincerely hope this wonderful city thinks this through and continues to make the right decision for its
historic charm. Grapevine is known for being Grapevine and more wineries will cause it to lose its identity
and simply be known as another "Fredericksburg".

As a citizen of Grapevine for more that 2 decades, I am writing to oppose the zoning request to convert
the former Texas General Store location into a tasting room.
Have you seen the chat GPT roast of Grapevine, TX? We used to be a cute, fun destination. We were a
perfectly located city with history, interesting things to do and fun, affordable shopping. Now we are
being described as a Wanna-Be Napa Valley but with Inferior wine and no actual culture.
The last thing we need is another inevitably overpriced tasting room in a row of tasting rooms. Please
consult Google. Do we have a lack of tasting rooms on Main Street or do we have a lack of culture and
family friendly shops on Main Street?
Texas General Store was perfect for Main Street. It brought variety and cultural. A historic building where
people could pop in and have a wide selection of souvenirs, home décor, gifts, and convenience items. It
pulled in both tourists and residents. It was perfect for our city – especially our Main Street. A similar
retail location would be ideal.

The subject property is located at 406 South Main
Street, and is platted as Block 3, Lot 2, Original
Town of Grapevine. The subject property contains
0.07 acre and has approximately 32.5 feet of
frontage along South Main Street and 32.5 feet of

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage,
retail sale, and off-premise consumption of alcoholic beverages (wine only) in conjunction
with a wine-tasting room.
The subject site features a historic, 1½-story building, comprising 3,262 square feet,
originally constructed around 1900. It is recognized as a contributing structure within the
Grapevine Commercial Historic District (HL92-02) and was most recently occupied by the
Texas General Store (retail).
The applicant plans to use the first floor as a 2,548-square-foot wine tasting facility for
Grape Creek Vineyards, established 1994. Heath Family Brands acquired Grape Creek
Vineyards in 2006, which will be offered at this location. Other brands served include
Heath Sparkling Wines, Invention Vineyards, Heath Vineyards, Jenblossom Cellars, and
Kuhlman Estate.

The wine tasting facility plans to operate from 11:00 a.m. to 5:30 or 6:00 p.m. and sells
wine primarily through the tasting rooms, wine club, and online channels.
The proposed wine tasting facility will encompass approximately 1,728 square feet
designated for members and guest tastings. This area will include 18 barstools for the
members' section, while the guest tasting area will feature a standing counter. The first
floor will also house a limited-service kitchen, two restrooms, and a wine storage room
for a total of 2,548 square feet. Additionally, there will be staircase access to a half-story
mezzanine, which will offer approximately 740 square feet for storage and mechanical
equipment.
The proposed use requires a total of 24 parking spaces. Three (3), 90-degree parking
spaces are located immediately to the west within South Barton Street right-of-way
adjacent to the building, while 173 spaces are available across five parking lots on the
opposite side of South Barton Street. Additionally, there are 240 parking spaces within
four lots located either south of the subject site, accessible from Main Street, or north of
the site, accessible from Jenkins Street.

The property is zoned “CBD”, Central Business District and contains a 2,548 sq. ft.

PROJECT DESCRIPTION: CU25-11; Wine Tasting Room ; The applicant is requesting a conditional
use permit to allow a 2,511 sq. ft. wine tasting fa cility on 0.07 acres located at 406 S. Main
Street. The property is zoned “CBD”, Central Busine ss District and is owned by TinCup
Properties, LLC.

· ADDRESSED. Do we have a parking agreement? The parking spaces labeled as dedicated for
Winery are in the public ROW and therefore public unless an ordinance states otherwise. If they
are dedicated the signage needs to be revised to be installed behind curb. Buckets with rocks are
not acceptable.

· ADDRESSED. Provide information on how the solid waste collection will occur from three roll-off
carts on the patio, down three steps and to a location that Republic can service the carts.
