SUBJECT: RAIL CORRIDOR PROPOSAL
RECOMMENDATION:
City Council to consider the attached proposal for the initial phase of the study of the
Dallas Road Corridor, near the TexRail station area.
BACKGROUND:
As the City of Grapevine and its partners moved forward with the TexRail station design,
Council determined as a part of the 2016 Strategic Plan, that a study of the Dallas Road
corridor was needed as the potential for Dallas Road alterations/enhancements can
have a significant effect on the ongoing rail station design. In addition, there is a need to
determine a consistent set of design standards along the corridor as new development
and redevelopment occur. Finally, it's important to design the streetscape so that it is
appealing to pedestrians without impacting the circulation of vehicles.
At the November 15, 2016 City Council meeting, Craig Melde from ArchiTexas
presented a proposal that would include a planning study and concept plan for the
Dallas Road Corridor from Texan Trail to William D. Tate Avenue in anticipation of the
Grapevine Main Street TexRail station and hotel. At the meeting, the Council expressed
concern with entertaining any plans that would decrease the number of lanes on the
road.
Craig Melde will be present to discuss the updated proposal at the meeting. The
primary differences between the original proposal and new proposal are:
• Limits the scope of the project to the section of Dallas Road from Dooley Street to
William D. Tate Avenue.
• Delays the more comprehensive planning aspects of the study, focusing on
engineering and architectural design of Dallas Road.
• Changes the final product of the proposal from a concept plan to a 30% design of
the road.
It is important to focus on the physical changes first as the rail station design is moving
forward rapidly. In addition, there is opportunity to submit a grant application for corridor
median landscaping, pedestrian enhancements, lighting and sidewalks to the North
Central Texas Council of Governments by February 2017.

Architexas is pleased to submit this proposal for architectural and engineering services to
prepare a plan for public improvements to Dallas Road in Grapevine. In the 1990's, Dallas Road
was redesigned and widened to accommodate a growing community and accommodate increase
east-west local, commuter and commercial traffic between Texan Trail and Highway 26. Dallas
Road was widened to a four lane thoroughfare with a central left turn lane.While the increase in
traffic has been accommodated, the existing thoroughfare is utilitarian in design. Development
of properties fronting this roadway is changing from heavy commercial development to mixed
uses including retail and residential uses.
Grapevine desires to improve the visual quality of Dallas Road that creates an environment and
urban space that is pedestrian friendly and that can accommodate a full range of mobility needs
providing trail, pedestrian and bike accommodations, yet maintaining a 4-lane configuration for
traffic flow within this primary roadway. In addition, creating an improved redevelopment
context and plan at the intersection of Main Street and Dallas Road will also have a positive
impact on the Main Street Historic District and the planned new Grapevine Station project on the
northeast corner. Connection to the Cotton Belt Trail needs to be made at the William D.Tate
intersection and that trail extended eastward along Dallas Road in accordance with the City's
trail plan.
The project team of Architexas with Huitt Zollars proposes to undertake the redesign of Dallas
Road to accommodate the goals of Grapevine. The limit of the Dallas Road project in this
proposal is from Dooley Street to William D Tate Avenue, a length of approximately 3500 feet.

SCOPE OF WORK
PHASE 1 -Schematic(Concept) Design (to 30%IeveU
Prepare a plan which provides traffic flow east and west bound, local access to adjacent
properties, coordination with the Grapevine Station project that provides pedestrian and trail
connections with safe and highly visible crossings, adds landscaping for shade and aesthetics,
and lighting for nighttime safety for motorists and pedestrians.
Task 1 - Data Collection and Programing
• Site visit(s), photograph site, record existing trees (size,type, health), existing buildings
frontages
• Code research (Section 52. Tree Preservation, Section 53. Landscaping Regulations)
• Utility and drainage locations to be collected from the City
• Programming meeting and design charrette to review goals and facts for the design.
Task 2 - Design
• Prepare a design to provide not less than four(4) 1 1-foot wide travel through lanes,
two lanes in each direction.
• Provide dedicated left turn lane accommodations at the intersections of William D Tate,
Main, and Dooley streets, and other mid-block locations where determined necessary.
• Assess impacts and determine required changes to utility and drainage facilities.
• Assess any needed areas for ROW or easements for the proposed improvements
• Address compatibility with the Train Station Plaza, Main Street intersection design,
sidewalks, accessibility, crosswalks, mid-block crossings.
• Prepare concept plan of streetscape illustrating (andscape elements, materials, signage,
lighting and furniture selections.
• Address traffic signalization and selection of appropriate design for this equipment
• Prepare cost estimate
• Produce two colored renderings illustrating the design
Task 3-Concept plan review
• Concept plan confirmation: Design team meeting with City to review concept; present
site constraints; identify expected costs and discuss other considerations
• Update Concept Plan based on comments

COMPENSATION
Architexas proposes to perform the services outlined in the Scope of Services for Phase 1 on an
hourly basis not to exceed the following values listed for each task below. Phase 2 and Phase 3
Services fee will be provided after acceptance of the concept plan. Hourly Rates are included in
Addendum #1.

Reimbursable Expenses
Reimbursable expenses necessary to perform the above services will be invoiced in addition to
the fees described above at a rate of 1.1 times the actual expenses. Reimbursable expenses
include, but are not limited to:
• Reproduction
• Plotting of drawings, reproduction of historic drawings
• Mileage C�0.60 cents/mile
• In-house printing (printing, copying, and plotting, fax)
• Mail and delivery charges
• Other expenses directly associated with delivery of the work
