SUBJECT: CONSTRUCTION CONTRACT AWARD FOR 49TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND
APPROPRIATE FUNDING
RECOMMENDATION: City Council to consider a resolution approving the Tarrant County
contract with GRod Construction for the 49th Year Community
Development Block Grant street reconstruction project and an ordinance
appropriating funds.
FUNDING SOURCE: Funds are available in the Capital Projects Fund and Utility Enterprise
Fund in the estimated amount of $1,379,457.
BACKGROUND: The scope of the project is the reconstruction of approximately 870 linear
feet of a 30-foot-wide asphalt pavement residential roadway along Forest
and Lipscomb Streets connecting to Lucas Drive. This project includes
curb and gutters, sidewalk, barrier free ramps, and drive approaches. In
addition, a storm drain system will be installed and the existing sanitary
sewer will be upgraded as needed.
The roadway reconstruction project is located in the Original Town of
Grapevine, CDBG Target Area designated as census tract 1137.03 Block
Group 4, in the Housing and Urban Development (HUD) Low/Moderate
Income Survey Data (LMISD).
These improvements will contribute to the upgrade of the areas by
providing an improved travel surface for motorists and pedestrians in the
neighborhood.
The construction bid for this is $1,590,710 of which $211,253 is expected
to be provided by Tarrant County. The City's match is expected to be
$1,379,457.
The County requires that the following statement be included in the
memo:
"The City recommends Tarrant County enter the contract with GRod
Construction, LLC for $1,590,710.00 and the City agrees to contribute
$1,379,457.00."
Staff recommends approval.
RESOLUTION NO. 2025-007
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, SUPPORTING THE TARRANT
COUNTY TRANSPORTATION BOND PROGRAM;
AUTHORIZING CITY STAFF TO SUBMIT CANDIDATE
PROJECTS; AUTHORIZING FUNDING PARTICIPATION
WITH TARRANT COUNTY, AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, on February 21, 2023, the City Council of the City of Grapevine,
Texas conducted a public hearing related to the proposed 49th Year Community
Development Block Grant Program (CDBG); and
WHEREAS, on February 21, 2023, the City Council of the City of Grapevine,
Texas approved the 49tj year CDBG program for the reconstruction of Forest and
Lipscomb Streets, sanitary sewer replacement, and construction of storm sewer; and
WHEREAS, Tarrant County, Texas solicited bids for the 49th Year CDB program;
and
WHEREAS, the City of Grapevine City Council is approving the hiring of GRod
Construction, LLC. as the low bidder for the 49th Year CDBG Project; and
WHEREAS, the City of Grapevine is approving the bid amount of $1,410,710.00
submitted by GRod Construction, LLC with a project allowance in the amount of
$180,000.00 for the 49th Year CDBG Project; and
WHEREAS, the City of Grapevine commits up to an amount of $1,379,457
toward construction of the 49th Year CDBG Project; and
WHEREAS, The City of Grapevine accepts the construction time on the project
will be 240 calendar days.
WHEREAS, all legal prerequisites for the adoption of this resolution have been
met, including but not limited to the Local Government Code and Open Meetings Act;
and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas, approves the
terms as set forth above concerning the 49th Year CDBG Project to be submitted to the
Tarrant County Community Development Division for approval by the Tarrant County
Commissioner's Court.
Section 3. That this resolution shall take effect from and after the date of its
passage.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $1,379,457 IN THE CAPITAL PROJECTS FUND AND
UTILITY ENTERPRISE FUND; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to approve a
Resolution supporting the Tarrant County Transportation Bond Program; and
WHEREAS, on February 21, 2023, the City Council of the City of Grapevine, Texas
conducted a public hearing related to the proposed 49th Year Community Development
Block Grant Program (CDBG); and
WHEREAS, on February 21, 2023, the City Council of the City of Grapevine, Texas
approved the 49th Year CDBG program for the reconstruction of Forest and Lipscomb
Streets, sanitary sewer replacement, and construction of storm sewer; and
WHEREAS, Tarrant County, Texas solicited bids for the 49th year CDBG program;
and
WHEREAS, the City of Grapevine City Council is approving the hiring of GRod
Construction, LLC as the low bidder for the 49th Year CDBG Project; and
WHEREAS, the City of Grapevine is approving the bid amount of $1,410,710.00
submitted by McClendon Construction Company, Inc. with a project allowance in the
amount of $180,000 for the 49th Year CDBG Project; and
WHEREAS, the City of Grapevine commits up to an amount of $1,379,457 toward
construction of the 49th Year CDBG Project; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes $1,379,457 to be appropriated
from the Capital Projects Fund and Utility Enterprise Fund for the 49th Year CDBG project.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase shall
be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
