0 Today, I reflect on how the city has embraced the Wine Industry of Texas since 1988. 1
do remember we once had a drawing of a sailboat with imaginary waves all across the
city on towers and city vehicles. Now, we embrace the grape cluster as our city logo,
so, it is our brand.
a About 60%of business on Main Street between Northwest Hwy and Dallas Road today is
Retail. The balance being Restaurant or Service Business, with Winery Establishments
bringing up the rear. So, yes, we are all about small business from the Owners of
Property,to Retail,to Restaurants, to Wineries.
® 1 do support and urge the Approval of the zoning before us this evening regarding 406 S
Main St. I will share a common wall with the Miller Family,the respected Heath Family,
as well as their renowned Grape Creek Winery.
0 In recent months, property owners on Main Street have been maligned in all forms of
Press as being "Greedy Lords". in my decades on Main Street, I've never known a Lord.

• We need strong lessee's and strong businesses on Main Street that can make a profit
and bring even more excitement to Main Street even as a destination. Grape Creek
Winery,the Heath Family Brand, can do this.
• in closing, my wife and I purchased property in 1998 on Main Street. At that time, our
Property Insurance was$895 annually. Today,the same coverage is over$14,000
annually, coupled with increased taxes and employee cost, etc., indeed we need strong
businesses of every nature.
• Thank you, Planning/Zoning members, Council, and Mayor,for supporting yet another
trusted small business addition to Main Street.

I've lived in the historic district of Grapevine since 1980. I've seen Main Street change,
and I know a great addition when I see one. Grape Creek Winery isn't just another wine
spot; it's a draw that brings a new vibe to Main Street.
Picture this: You're strolling down Main Street, and instead of the same old routine, you
step into Grape Creek Winery. Suddenly, you're in Tuscany. The air smells like oak
barrels and ripe grapes. You're holding a glass of award-winning wine made right here
in Texas Hill Country. More foot traffic means more business for everyone. People
tasting Grape Creek's 200+ away inning wines aren't just sipping--they're shopping,
eating, and spending in Grapevine and not other cities.

Gentlemen and Ladies:
Do I remember the downtown of Grapevine 50 years ago?Yes I do and actually those memories
go back 62 years ago. I remember when First National Bank was the only bank in town, and I
hand delivered bank statements to downtown merchants. Our downtown has changed over the
years and most of that change has been good. I remember the pride I had in the city when I
looked out from atop the Hotel Vin and got a bird's eye view of what an excellent job the City
Council and Planning and Zoning Board has done laying out our city.
The recent hubbub about the tenant wanting to go into the old City Drug building does concern
me. I truly don't understand why people feel a winery would be a bad choice. I am in support of
allowing the winery to occupy the space at 406 South Main. Grapevine has been doing a.
fantastic job promoting "the fruit of the vine" for many decades and it would seem this falls right
in step with our own vision. I hear we even have festivals promoting Texas wine. I've spent a lot
of my own time volunteering at those festivals and have poured a lot of Texas wine myself. I
believe that if a property owner has invested the time and money to acquire and preserve the
structural integrity of one of our grand old historical buildings, then that person deserves the
right to lease to a tenant of their choosing as long as it complies with the current zoning.
Wineries are allowed in our central business district.
I know that some want to see the building put to another use. Facebook is full of suggestions
from people who have no skin in the game but seem to have strong opinions on what the owner
should do. We each have our right to our opinions but only if we put our money where our mouth
is. Grape Creek Vineyards will bring foot traffic and tourists to Main Street. This only brings
more business for the surrounding merchants already on Main Street. These Grape Creek folks
are not new to the wine industry. They were founded in 1983 . They WANT to come here. They
SEE the opportunity in Grapevine. I've heard all the gossip about "the market isn't right for
another winery." Only time will tell that, and we must consider that some of these wineries may
not have made it because the liquid they sold was a close match for lighter fluid. We owe it to a
person to let then try to succeed. If Grapevine does not prove to be the market they thought it

would be then they may choose to leave. However, Grapevine Main Street has not been known
for staying empty long. It is a prime location.
I hope that the Council and Planning and Zoning Commission will vote in support of the request
made by Grape Creek Vineyards. The question you must ask yourself is "do you have any skin in
the game?"A property owner deserves the right to try. It is not the right of the citizens to control
what a property owner does with their property as long as the owners are following the rules.

from retail to yet another winery.
This change would contribute toa growing imbalance and shift the character of the area even further
away from family-friendty, daytime retail that supports local tourism, to a nightlife-oriented business that
primarily draws traffic in the evening hours.
Addingyet another winery moves the Main St area away from it's small town charm with mom and pop
shops and restaurants. The winery market is already saturated in Grapevine, especially the Main Starea.
Lastly, the new owners have no ties to the City of Grapevine, they do not know the neighborhood, the
people or even the leadership of Grapevine and all the hard work that's been done over the years to make
Grapevine what it is today. They are coming in with grandeur visions that are self-serving to her social
status instead of what's best for the city and the historic Main St. They drove out an existing Long-term
tenant with outrageous lease rates. These rates could potentially entice other owners to do the same
and drive out more of these long standing mom and pop shops that have been on Main St for a very tong
time. Unsustainable Lease rates for small business owners will simply cause many more vacant buildings
on Main St and less tourism.
I sincerely hope this wonderful city thinks this through and continues to make the right decision for its
historic charm. Grapevine is known for being Grapevine and more wineries will cause it to lose its identity

My name is Jerry R. Delaney, and I am the f ounder and owner of the
first winery and vineyard in Grapevine, Tx. While my winery has since
closed, my investment in this community, and particularly in the
character and future of our historic downtown, remains strong.
The purpose of this letter is to voice my opposition to the proposed wine
tasting room in the heart of downtown. Let me be clear, I am not against
wine, and I am certainly not against small businesses. But I am concerned
about the directions we are taking, and I believe this proposal reflects
a broader issue that needs to be addressed.
Downtown is supposed to be a vibrant, balanced mix of uses, retail,
restaurants, services, and yes, even tasting rooms. But over the past few
years, we have seen a steady shift. Wine tasting rooms have
proliferated, replacing diverse retail spaces with a single type of
business that originally intended for retail, a designation that helps
maintain a sense of balance, accessibility and year-round utility for
residents.
This is not about one more tasting room, it is about the long-term health
and identity of our downtown. Each time we approve of another alcohol-
based business in retail-designated spaces, we lose a bit of what makes
our downtown unique, welcoming, and usef ul to the f ull range of our
community.
I urge you to consider the cumulative impact of these decisions. Let's
protect our downtown's diversity of use and ensure that it remains a
place where both locals and visitors can shop, connect, and experience

Good Morning Erica,
I am writing to oppose the zoning request to convert the property at 406 S. Main Street
from a retail use to a winery.
As a winery owner with a tasting room across from this property, our business will
continue to be diluted by the continual opening of tasting rooms in Grapevine. The
vision and planning that has guided Main Street Grapevine to success thus far is not
considered in this zoning request.
Business for all the wineries in Grapevine has declined in the past 2 years and
continues to struggle. I would suggest asking any owner and you will hear the same
comments.
Grapevine has a good balance of retail, services, dining and wineries, and adding
more tasting rooms will upset that balance. I am hearing from merchants, as well as
residents of Grapevine, that this is not what they want for downtown.
Please do not pass this zoning request. I am certain there are many retail and
specialty businesses out there that would thrive in this location.
