HomeMy WebLinkAboutItem 16 - Wastewater Treatment PlantMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 17, 2025 SUBJECT: SECOND AMENDMENT TO THE WASTEWATER TREATMENT PLANT IMPROVEMENTS AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider the second amendment to the engineering contract for the design of the Train 2 and Train 3 improvements at the Wastewater Treatment Plant with Provenance Engineering, LLC and approval of an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be available in the Utility Enterprise Fund in an amount of $175,000 BACKGROUND: The City has a contract with Provenance Engineering LLC (Provenance) to design improvements at the Wastewater Treatment Plant to include: Train 1 filter replacement Train 2 clarifier rehabilitation Train 2 and Train 3 aeration basin rehabilitation/improvements These contracts were approved by council on January 18, 2022 and February 15, 2022. During the design process, the Train 2 clarifier reached a point where it needed to be replaced immediately. The clarifier portion of the project was broken out of the design set and fast tracked for design and bidding as a stand-alone project. As the main project design developed, staff determined additional improvements are necessary and/or complementary to the current work effort. Including doubling the capacity of the proposed Train 1 filter replacement, safety improvements in the plant: (sidewalk, pedestrian bridging across aeration basins, handrails, and guardrails) and replacement of weirs, blower manifolds, activated sludge lines, and diffusor modifications in the aeration basins. Amendment #1 was approved by council on October 3, 2023, in the amount of $283,000 for the additional design. Amendment #2 is for the completion of design, bidding and additional construction phase services for the Train 2 and Train 3 aeration basin rehabilitation/improvements and plant water improvements.in the amount of $158,960. Total funding with a 10% contingency is $174,856 (rounded to $175,000) Staff recommends approval. ORDINANCE NO. 2025-027 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $175,000 IN THE UTILITY ENTERPRISE FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete Train 2 and Train 3 improvements at the Wastewater Treatment Plant; and WHEREAS, Funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes $175,000 to be appropriated from the Utility Enterprise Fund for the Train 2 and Train 3 improvements at the Wastewater Treatment Plant. Section 3. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 4. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
