GRAPEVINE CITY COUNCIL AND
PLANNING AND ZONING COMMISSION
Because you are a property owner within 200 feet of the subject tract of land as shown by
the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote
of the City Council is required to approve the request.

Purpose of Request:
The public hearing is to consider an application submitted by Stella To Go, LLC for property
located at 603 South Main Street, Suite 303, platted as Block 15, Lot C, Original Town of
Grapevine. The site was previously approved for a conditional use permit CU19-19 (Ord.2019-
039) to allow for the possession, storage, retail sales and on- and off-premise consumption of
alcoholic beverages (beer and wine only) and outside dining in conjunction with a restaurant. This
request is specifically to modify the existing floor plan and to allow for the possession, storage,
retail sales, and on-premise consumption of alcoholic beverages (beer, wine, and mixed
beverages) and outside dining in conjunction with a restaurant. The property is zoned “CBD”,
Central Business District and is owned by Grape Office, LLC.

Council packets at https://grapevinetexas.gov/89/Agendas-Minutes 72 hours prior to the meeting.

Letter of Recommendation for Stella Café
Dear Members of the Grapevine City Council,
I am writing to express my strong support for the proposed establishment of Stella Café, a
new café intended to open at Main Street in Grapevine, Texas, within our community. As a
resident and active member of the neighborhood, I believe this café would be a valuable and
welcome addition to our local area.
Paola Pedrignani and their team have demonstrated a clear vision for creating a warm,
inclusive, and high-quality experience. Their plan includes o3ering fresh and healthy food
options and creating a space that supports local artists and community events. This aligns
closely with our community’s values and the city’s goals of fostering vibrant, walkable
neighborhoods.
In addition to o3ering a place for people to gather, work, and socialize, the café is expected
to generate new jobs and support other small businesses nearby by increasing foot tra3ic.
With thoughtful design, sustainable practices, and commitment to community engagement,
Stella Cafe stands to positively impact both our local economy and neighborhood culture.
I respectfully urge the Council to support and approve this proposal. The café has the
potential to become a beloved local hub and a symbol of growth that will lead our city to
continue prospering.

Hello Albert,
My name is Kevin Maynard, and I reside in Grapevine Texas. I have lived here or the past 8 years.
Prior to that I lived in Westlake, Texas and played a prominent role in that Town as a previous
Alderman and School Board member. I met Paola Pedrignani in New York city just prior to Covid 19.
She owned and operated a restaurant named Amaranth on the upper East Side of Manhattan. She
was such a lovely lady and was so kind to me. She treated me like we had known each other for
years. I told her she should consider opening a place in Texas. With her Italian background and love
for food along with such a warm hospitality she would fit right in here in Texas. I guess she took me
serious enough to come and explore her options. Since then, she has opened one of the finest dining
establishments in Southlake, Stella. I believe that she would be a tremendous asset to the Town of
Grapevine. I would encourage you and Council to approve her coming and spreading her charm and

PROPERTY LOCATION AND SIZE:
The subject property is located at 603 South Main
Street, Suite 303 and platted as Block 15, Lot C,
Original Town of Grapevine. The property contains
approximately 2.187 acres and has approximately
300 feet of frontage along South Main Street and
approximately 323 feet of frontage along East
College Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The site was previously approved for a conditional use permit CU19-19 (Ord. 2019-39) to
allow for the possession, storage, retail sale and on-premise consumption of alcoholic
beverages (beer and wine only) and outside dining in conjunction with a restaurant. This
request is specifically to modify the existing floor plan, to allow for the possession, storage,
retail sale and on- and off-premise consumption of alcoholic beverages (beer, wine, and
mixed beverages) and outside dining in conjunction with a restaurant.
The applicant proposes to revise the previously approved floor plan for a 2,090 square-foot
Italian restaurant, Stella Café. The revised seating layout will accommodate 94 patrons: 64
seats indoors and 30 outdoor seats.

A total of 34 parking spaces are required for the proposed restaurant. The site provides 82
parking spaces for all tenants, which include a mix of retail, office, restaurant, and personal
service uses. In addition, there are five parallel parking spaces along South Main Street
and nine parallel spaces along College Street.
According to the parking plan provided by the applicant in the plan set, there are 694 public
parking spaces available in 10 public parking lots located within 1,000 feet of the subject
site.
No other changes are proposed with this request.
PRESENT ZONING AND USE:
The property is currently zoned “CBD”, Central Business District and is developed as a
multi-tenant office-retail-restaurant complex.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was not rezoned during the 1984 City-wide Rezoning.
· On July 20, 1999, City Council approved Z99-07 (Ord. 1999-102) to rezone 2.189
acres of the former Winn Dixie grocery store from “SP”, Specific Use Permit District
to “CBD”, Central Business District for professional office and retail sales
development. Included was a concept plan for a 2,500 square-foot retail building at
the northeast corner of South Main Street and East College Street.
· On July 19, 2001, staff approved SP2001-15, a site plan for Building “A”, a 11,129
square-foot multi-tenant building and concept plan for Building “B”, a 10,002 square
foot building.
· On July 19, 2001, staff approved SP2001-18, a site plan for Building “B”, a 10,002
square-foot multi-tenant building.
· On April 15, 2008, City Council approved CU08-09 (Ord. 2008-20) to establish a
wine tasing room for on- and off premise consumption (wine only) in conjunction
with a coffee shop.
· On March 24, 2009, City Council approved an extension to the wine tasting room to
expire on April 15, 2010.

On January 19, 2010, City Council approved CU09-46 (Ord. 2010-01) to allow a 25
seat restaurant.
· On March 21, 2017, City Council approved CU17-03 (Ord. 2017-018) for a
restaurant.
· On July 17, 2019, City Council approved CU18-17 (Ord. 2018-62) to expand the
previously approved restaurant into an adjacent lease space to occupy 2,070 square
feet.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CBD”, Central Business District and “R-7.5” Single Family District—
funeral home, single family residences
SOUTH: “CBD”, Central Business District and “LI” Light Industrial District—
restaurant, warehouse and mini-storage
EAST: “CBD”, Central Business District and “LI” Light Industrial District—
professional offices and mini-storage
WEST: “CBD”, Central Business District—various retail businesses and auto
repair
AIRPORT IMPACT:
The subject tract is located within “Zone A” Zone of Minimal Effect as defined on the
“Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few activities
will be affected by aircraft sounds in Zone A except for sound sensitive activities such as
auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal is an
appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as a Central Business (CB) land use. The applicant’s proposal is compliant with the Master
Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates this section of South Main Street
Type D, Minor Arterial with a minimum 75 foot right-of-way developed as 4 lanes.
