The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, December 14, 2016 at 6:00 p.m. in the Grapevine City Hall,
2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas, with the
following members present to wit:

CALL TO ORDER AND WELCOME
Chairman Sean Shope called the Public Hearing to order at 6:00 p.m. He noted the
success of the Christmas Capital of Texas and thanked City Council Liaison Paul
Slechta and Planning & Zoning Liaison Monica Hotelling for their service to the
Commission.

There were no citizen comments.
Any person who is not scheduled on the agenda may address the Historic
Preservation Commission under Citizen Comments by completing a Citizen
Appearance Request form. In accordance with the Texas Open Meetings Act, the
Commission is restricted in discussing or taking action during Citizen Comments.

PUBLIC HEARING
Chairman Shope opened the Public Hearing for #CA16-105 for the property located
at 319 East College Street, legally described as Block 29 Lot 2A, Grapevine, City of
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
David Klempin stated the applicant had chosen to withdraw this Certificate of
Appropriateness application and to close out #CA16-105.
PUBLIC HEARING
Chairman Shope opened the Public Hearing for #CA16-108 for the property located
at 528 South Dooley Street, legally described as Block 29, Lot 4D, Grapevine, City of,
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA16-108 was submitted by the
owner/applicant T. Mikal Darden on October 26, 2016 to remove a non-contributing
below grade garage (converted to living space) and construct a new 1 1/2 -story
addition to the original Ted Willhoite House built in 1944. The house has a Grapevine
historic landmark and is located within the boundary of the College Street Residential
Historic District. The addition is required to follow the Design Guidelines established
for the district and the setback and square feet requirements of the 2013 Preservation
Ordinance.
At the November 9, 2016 meeting, the owner withdrew the case to allow time to revise
the plans to include a detached two -car garage. On November 15, 2016 a revised
submission was received by Historic Preservation staff and was presented with this
case.
The existing house would contain 1,554 square feet of living area with the removal of
the existing below grade garage. The new addition would contain 1,422 square feet of
living area and a detached 400 square feet two -car garage. The existing house and
new addition would contain 2,976 sq. ft. of living area. The new addition would consist

of a new master bedroom and bath, mudroom, utility room on the first floor and two
bedrooms and a bath on the second floor.
RECOMMENDATION
Staff recommended approval of #CA16-108 to remove the non-contributing below
grade garage; to renovate the original house; to construct a new one and one-half
story addition; and a detached garage following the Design Guidelines established for
the property, as per the attached plans with the conditions a building permit be
obtained from the Building Department; and all exterior materials, windows, doors and
door hardware, light fixtures and paint colors be approved under a separate
Certificate(s) of Appropriateness.
Vice Chairman Lee Derr questioned the windows not matching; David Klempin said
the applicant will have to file a separate Certificate of Appropriateness application for
the approval of the windows. Chairman Shope asked about the utilization of space on
the block and if this was above the maximum percentage of usage, questioning if the
survey numbers were correct; David Klempin said the second floor was part of the
square feet shown and the applicant is working with Ron Stombaugh in Development
Services and the case will also go before the Board of Zoning Appeals.
Lee Derr made the motion to close the public hearing for #CA16-108; Vick Cox
seconded the motion which prevailed in the following vote:

PUBLIC HEARING
Chairman Shope opened the Public Hearing for #CA16-114 for the property located
at 404 East Wall Street, legally described as Block Lot 1B LTS 1B & 2, G. E Hurst
Addition, Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA16-114 was submitted by the
owner/applicant Neal Cooper on November 15, 2016 to remove the non-contributing
carport, bath and laundry room additions on the east end of the house and to
construct a new one-story addition to the original George Hurst House built in 1908.
To construct in the rear side yard a new two -car garage with workshop. The house is

landmarked and is a contributing structure. The plans for the house renovation, new
addition and two -car garage were developed by Architect Scott Buchanan following
Design Guidelines established for the property and the provisions of the 2013 update
to the Preservation Ordinance.
On the front elevation, the original house is visible to the left, and on the right a new
gabled addition replaces the former shed roofed kitchen. Original features of the
house include distinctive chamfered gable ends, repeated on the new additions. The
existing house and new addition would contain 2,779 square feet of living area to
include a large foyer, great room, kitchen, dining room, two bedrooms, two and 1,4
baths on the first floor and a large hall, two bedrooms and two baths on the second
floor. A variance would be required to construct the detached 1,008 square feet
garage which would be accessed at the rear of the property from Wall Street. Although
the garage will exceed 500 square feet, the total area of the house, garage and
storage will be below the maximum allowed for all structures (3,400 square feet main
structure, 500 square feet garage and 200 square feet storage), therefore meeting the
intent of the ordinance.
RECOMMENDATION:
Staff recommended the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA16-114 for the property located at 404 East Wall
Street to remove the non-contributing carport addition, bath and laundry room addition
on the east end of the house; renovate the original house; construct a new one-story
addition on the east end of the house; and a variance be granted to allow for the
construction of a new garage to exceed 500 square feet; The CVB Director,
Development Services Director and Historic Preservation Officer recommend approval
as per the attached plans following the Design Guidelines established for the property,
with the conditions a building permit is obtained from the Building Department and all
exterior materials, windows, doors and door hardware, light fixtures and paint colors
be approved under a separate Certificate of Appropriateness.
Chairman Shope called on the applicant/owner to speak. Mr. Neal Copper of Copper
Street Homes said he was honored the Lipscomb family would allow him to obtain
their home as it is one of Grapevine's most original intact homes and had been well
cared for. Vice Chairman Derr questioned the barn roof shape; Mr. Cooper said the
shape was copied from the original barn structure; he said some of the windows may
have to be replaced but to the exact size again, the main change would be adding the
porte-cochere to add a little width. The original wood in the structure was all good and
he did not anticipate having to replace any. There would be a metal roof and siding on
the barn.
Mr. Cooper said he would be using a totally new technique to isolate the foundation in
an effort to beat the shifting Grapevine soils; Vice Chairman Derr asked about
changes in the grade and the skirting to be used; Mr. Cooper said perhaps some
grading to change the water flow in the rear, he was not sure on the skirting yet, he
knew the brick on the pillars was original, but would file a CA for the skirting when

decided. A letter of support was read into the minutes written by the neighboring
Lyons family. Commissioner Cox asked for the total square feet of the project, Mr.
Cooper said living space would be 2,779 square feet and a total build of 3,900 square
feet, David Klempin said he would provide these numbers in all future cases before
the Commission.
Ted Ware made the motion to close the public hearing for #CA16-114; Vick Cox
seconded the motion which prevailed in the following vote:

Vick Cox commented on the length of the garage making a good barrier from the
neighboring church.

Chairman Shope opened the Public Hearing for #CA16-115 for the property located
at 322 East College Street, legally described as Block 22, Lot 2, Grapevine, City of,
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA16-115 was submitted by the applicant
Neal Cooper on November 15, 2016 to renovate the interior of the existing house and
construct a new two-story wood porch and balcony on the rear of the Boone Lipscomb
house built in 1938. The house is landmarked and is a contributing structure to the
College Street Residential Historic District. The plans for the house renovation and
new addition were developed by Architect Russell Moran following Design Guidelines
established for the property and the provisions of the 2013 update to the Preservation
Ordinance.
On the east and west elevations, the new porch and balcony can be seen. Plans are
derived from examples of other historic homes from the 1930s of a brick bodied house
with projecting wood porches. Original features of the house would be retained
including period openings, windows and exterior doors. Per the ordinance, the new
two story porch is not counted as climate controlled living area, therefore not adding to
the total square feet living area of the property.

RECOMMENDATION:
Staff recommends approval of #CA15-115 to retain existing period openings, windows
and exterior doors with renovation of the interior of the home; and to construct a new
two-story wood porch and balcony addition on the rear of the existing house to create
new entries from the first and second floors as per the attached plans following the
Design Guidelines established for this property located within the College Street
Residential Historic District; with the conditions a building permit be obtained from the
Building Department; and all exterior materials, windows, doors and door hardware,
light fixtures and paint colors be approved under a separate Certificate(s) of
Appropriateness.
Chairman Shope called on Neal Cooper of Copper Street Homes to speak regarding
the 322 East College Street property. Mr. Cooper said the project was planned with
only minimal change to the exterior of the existing home. They would need some
modification with the storm windows but the most change would be to add outdoor
living space with the big driver being the added porch and balcony in the rear as there
was no egress for the three bedrooms. They did not want to touch the clay roof; they
would need to address the brick foundation siding to return to original condition.
Margaret Telford made the motion to close the public hearing for #CA16-115; Vick
Cox seconded the motion which prevailed in the following vote:

Commissioner Ware said this was an important home, as it had been here longer than
he had, and one of Grapevine's showplaces.

at 322 East College Street, legally described as Block 22, Lot 2 and 4A, Grapevine,
City of, Grapevine, Texas and take any necessary action.

BACKGROUND:
Certificate of Appropriateness application #CA16-116 was submitted by the applicant

Neal Cooper of Copper Street Homes, on November 16, 2016 to re -plat Lot 2 and 4A,
Block 22 and reapportion a part of Lot 2 to Lot 4A to allow for the construction of a
new 3,369 square feet residence with attached garage on Lot 4A. The re -platted lot
would provide ample land for the construction of a new period -style 1 1/2 -story
residence with attached garage. The new residence would be accessed from Hudgins
Street. Lots 2 and 4A are a part of the historic Boone Lipscomb property located
within the boundary of the College Street Residential Historic District.
The plans for the house for the proposed re -platted Lot 4A were developed by
Architect Russell Moran following the Design Guidelines established for the College
Street Residential Historic District and the provisions of the updated 2013
Preservation Ordinance. The house features a gabled roof and red brick exterior to
match the appearance of the Boone Lipscomb house. The applicant has located brick
identical to the Boone Lipscomb house for use on this structure. The house contains
1,239 square feet of living area on the first and second floors and rooms include a first
floor entry hall with stairway, closet and the second floor contains a large family room,
dining room, kitchen and master bedroom with bath and closet. The first floor contains
a 986 square feet automobile garage and a 1,144 square feet recreational vehicle
garage. The total square footage of the structure is 3,369 square feet which is within
the 3,400 square feet total maximum for structures on the site.
RECOMMENDATION:
Staff recommends approval of #CA16-116 for the re -plat of Lots 2 and 4A, Block 22; to
reapportion a part of Lot 2 to Lot 4A; construct a new period -style 1 1/2 -story, 3,369
square feet residence with attached garage on Lot 4A as per the attached plans
following the Design Guidelines established for the property, with the conditions a
permit is obtained from the Building Department and all exterior materials, windows,
doors and door hardware, light fixtures and paint colors be approved under a separate
Certificate(s) of Appropriateness.
Chairman Shope called on the applicant, Neal Cooper of Copper Street Homes to
speak. Mr. Cooper explained the lot was almost 1.4 acres and to utilize the lot size
the new construction was designed to develop a garage area and look as it was built
at the exact same time as part of the existing house; he noted the new construction
facing out on East Hudgins Street would help to give Hudgins Street a presence with
the new train coming to the area. Chairman Shope asked how it would work if in the
future the new structure with four garage doors should need to stand alone as a front
on Hudgins Street. Mr. Cooper explained in such an event the four garage doors
could be changed out to windows for a front elevation. Chairman Shope asked City
Council Liaison Paul Slechta, the owner of the adjoining property on Hudgins Street,
the height of his building; Councilman Slechta said the structure on his property was
30 feet high. Chairman Shope said his concern was for the streetscape view for the
new railroad in process; he asked Mr. Cooper if they could downplay the garage. Mr.
Cooper said yes with the door selection and landscaping and he could also extend the
overhang. Chairman Shope asked for a gable, Mr. Cooper agreed on the gable
suggested and said yes he could center over the three doors with the overhang
extending over the middle two doors.

Chairman Shope asked if there was a way to not divide the property; City Attorney
Matthew Boyle said no. Discussion followed over the street the property should be
addressed as. Planning & Zoning Liaison Monica Hotelling said the lot is on Hudgins
Street and therefore should be addressed as Hudgins Street; Attorney Matthew Boyle
agreed. Commissioner Ware said the gable should be over the middle garage doors
for appearance, Chairman Shope agreed.
Vick Cox made the motion to close the public hearing for #CA16-116; Margaret
Telford seconded the motion which prevailed in the following vote:
Ayes: 6 (Shope, Derr, Cox, Telford, Ware and Gilliland)

Lee Derr made the motion to approve #CA16-116 with the addition of the gable added
on the south elevation to be similar to the planned gable with glass panes on the north
elevation; with the gable not quite as wide as from the far edge of garage door number
one, entirely over garage door number two and again near to the far edge of garage
door number three; and with the conditions as presented; Eric Gilliland seconded the
motion which prevailed in the following vote:

Chairman Shope opened the Public Hearing for #CA16-123 for the property located
at 608 South Dooley Street, legally described as Block 23, Lot 2, Grapevine, City of,
Grapevine, Texas and take any necessary action.
Chairman Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA16-123 was submitted by applicant
David Klempin, Historic Preservation Officer, on November 16, 2016 to re -plat Lot 2,
Block 23 into two lots: Lot A - 12,585 square feet in size at the Corner of East College
Street and South Dooley Street and Lot B — 7,505 square feet in size; to relocate to
Lot A the historic McPherson Farmhouse c. 1886 and garage currently located at 900
Park Boulevard, Grapevine, Texas.
The remaining land of the original Thomas Jefferson McPherson Farm is being sold.
The McPherson family members wish to donate the house to the City of Grapevine to
be saved and retained in the Grapevine community. The historic McPherson house
has a sandstone front step inscribed August 21, 1886, the date of its completion. The
farm located at 900 Park Boulevard once consisted of the farmhouse, numerous
outbuildings, a barn and extensive fenced grounds. The wood framed house is

essentially a two -storied I -house with a one-story wing. It is side -gabled with a full -
width single -story front porch. Four narrow classical style columns support its shed
roof. The house has a main entrance with original period front door. Two rectangular
6 -over -6 windows are placed on either side. The upper story has a similar appearance
with a center window perhaps having once been a doorway. The home is a fine
example of early post -railroad American farmhouses. Also proposed is a garage
constructed in the 1960s to be relocated with the farmhouse to serve as an outbuilding
to the restored home.
RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA16-123 for the property located at 608 South
Dooley Street, legally described as Block 23, Lot 2, Grapevine, City of, to re -plat Lot 2,
of Block 23 with 20,091 square feet into two lots: Lot A — 12,585 square feet in size at
the corner of East College Street and South Dooley Street and Lot B — 7,505 square
feet in size; to relocate to Lot A the historic McPherson Farmhouse c. 1886 and
garage currently located at 900 Park Blvd, Grapevine, Texas; with the conditions a
permit is obtained from the Building Department and all exterior materials, windows,
doors and door hardware, light fixtures and paint colors be approved under a separate
Certificate of Appropriateness.
David Klempin said the City is geared up to accept the house and perhaps another
house for the second lot on the horizon. The City would put up for a sealed bid sale.
Vice Chairman Lee Derr asked if the front of the house would face out on College
Street with a College Street address; the answer was yes.
Margaret Telford made the motion to close the public hearing for #CA16-123; Vick
Cox seconded the motion which prevailed in the following vote:
