Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. PUBLIC HEARING Chairman Shope opened the Public Hearing for #CA16-84 for the property located at 326 East Texas Street, legally described as Abstract 422, Tract 63b, Grapevine, City of, Grapevine, Texas and take any necessary action Chairman Shope called on David Klempin to present the case. BACKGROUND Certificate of Appropriateness application #CA16-84 was submitted by the owners Fabien and Jasmine Goury on August 24, 2016 to construct a new screened -in porch addition to the east side of the existing house and to screen in the existing open air breezeway. Plans for the new porch addition, pergola and screening -in of the breezeway were prepared by architect Gary D. Land following the Design Guidelines established for landmarked property. The streetscape photos reveal there will be little impact from the proposed porch addition and pergola as both are located in the side yard of the house, behind the existing side yard wood privacy fence. Staff recommends approval of #CA16-84 for the new screened -in porch and pergola addition, screening -in of the rear breezeway, as per the attached plans, with the conditions a building permit is obtained from the building department and all exterior materials and finishes, doors and door hardware, and light fixtures be staff approved under a separate Certificate(s) of Appropriateness. RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA16-68 for the property located at 326 East Texas Street, legally described as Abstract 422, Tract63b, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: September 28, 2016 HPC\Minutes\2016 2 HPC 09.28.16 1. the plans for the new screened -in porch and pergola addition; 2. screening -in of the rear breezeway; as per the attached plans, with the conditions a building permit is obtained from the Building Department and all exterior materials and finishes, doors and door hardware and light fixtures be staff approved under a separate Certificate(s) of Appropriateness. David Klempin said the house is near the maximum square feet as per the 2013 Ordinance, but porches are not included in the square feet of the house as they are not climate controlled. Vice Chair Lee Derr asked if the exterior would be cedar or painted, as cedar is another time period; Mr. Goury said his goal was to match the existing house. Chairman Shope called for any other questions or comments. Commissioner Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA16-91 was submitted by the applicant, Nash Farm Manager Cody Jolliff on September 2, 2016 to construct new educational exhibits and storage sheds at Nash Farm. The proposed exhibits and sheds are light- weight wood accessory structures needed in the daily operations of Nash Farm. The proposed educational exhibits consist of a free-standing 12 feet x 16 feet wood frame blacksmith shed and an 8 feet x 8 feet wood frame turkey coop to be located discreetly in the natural wooded area west of the Red Barn. Photographs of these areas were shown. The proposed sheds consist of a 7 feet x 14 feet lean-to shed to be constructed on the rear wall of the existing Pole Barn and a 6 feet x 12 feet wash shed to be built at the base of the water tank and windmill. RECOMMENDATION Staff recommends the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA16-91 for the property located at 626 Ball Street, legally described as Block 1, Lot 1, Nash Farmstead Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Ordinances), as amended for the following items: 1. To construct a new blacksmith shed and turkey coop, with fenced turkey yard, in the wooded area west of the red barn; 2. To construct a new lean-to tool shed on the rear wall of the existing pole barn; 3. Construct a new freestanding laundry wash shed at the base of the windmill and existing water tank; and as per the attached conceptual plans following the Design Guidelines established for landmarked property, with the conditions a building permit is obtained from the Building Department and all exterior materials and finishes, doors and hardware and exterior lighting be approved under a separate Certificate(s) of Appropriateness. Alternate Commissioner Eric Gilliland asked how much ground disturbance these structures would incur, Cody said very little, he had eight years' experience working with heritage structures; he answered the blacksmith's shed would be on eight posts. Eric asked, as this property is on the National Register of Historic Places the Texas Historical Commission should be notified.
