The Historic Preservation Commission for the City of Grapevine, Texas met in Public
Hearing on Wednesday, August 24, 2016 at 6:00 p.m. in the Grapevine City Hall, 2nd
Floor Council Chambers, 200 South Main Street, Grapevine, Texas, with the following
members present to wit:

Commissioner Sean Shope called the Public Hearing to order at 6:00 p.m.
CITIZEN COMMENTS
There were no citizen comments.
Any person who is not scheduled on the agenda may address the Historic
Preservation Commission under Citizen Comments by completing a Citizen
Appearance Request form. In accordance with the Texas Open Meetings Act, the
Commission is restricted in discussing or taking action during Citizen Comments.

OATH OF OFFICE
The Oath of Office was administered to the new Commissioner Alternate Eric Gilliland;
newly appointed Commissioner Chuck Voelker; and to reappointed Commissioners
Ted R. Ware, Ashley Anderson and Margaret Telford.
ELECTION OF CHAIRMAN
Nominations were called to elect the Historic Preservation Commission chairman
Ashley Anderson nominated Sean Shope for chairman. Margaret Telford seconded
the motion.
Ayes: 7 (Derr, Anderson, Cox, Telford, Shope, Voelker and Ware)
Nays: None
Absent: None
Chairman Sean Shope opened the floor for nominations for the Historic Preservation
Commission vice chairman. Ashley Anderson nominated Lee Derr for vice chairman;

PUBLIC HEARING
Commissioner Shope opened the Public Hearing for #HL16-08 for the property
located at 713 East Texas Street, legally described as Block 105, Lot 11, College
Heights Addition, City of Grapevine, Texas and take any necessary action.
Commissioner Shope called on David Klempin to present the case.
BACKGROUND:
On July 15, 2016, applicant/owners, Charles Donofrio and Lawrence France,
submitted an application for Historic Landmark designation #HL16-08 for the property
located at 713 East Texas Street in the College Heights Addition of the City of
Grapevine.
This small 896 square feet minimal traditional style house was built in 1947 for Ona
Harrington. Original tax records reveal little about the origins of the house. The house
features a simple gable roof with asphalt shingles. There is a center entry doorway,
and to the left and right of the doorway the original double light window units have
been replaced with single light window units. The house's original No.105 siding has
been replaced with James Hardie siding. The house contains a small living room,
kitchen, two bedrooms and one bath. The living room is located to the right of the
entry and the kitchen to the left; the two bedrooms are in the rear of the house.
RECOMMENDATION
Staff recommends approval of the Historic Overlay #HL16-08 to record the history of
the house and the property, to document with photographs; and to allow the Historic
Preservation Commission to have input in the development of the property. A set of
the proposed design guidelines for the property are attached.
Chairman Shope called for comments from the applicant, Neal Cooper of Copper
Street Homes. Mr. Cooper said he would speak regarding the plans for the next case.
Margaret Telford made the motion to close the public hearing; Vick Cox seconded the
motion which prevailed in the following vote:

PUBLIC HEARING
Commissioner Shope opened the Public Hearing for #CA16-68 for the property
located at 713 East Texas Street, legally described as Block 105, Lot 11, College
Heights Addition, City of Grapevine, Texas and take any necessary action.
Commissioner Shope called on David Klempin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA16-68 was submitted by the owners
Charles Donofrio and Lawrence France on July 15, 2016 to renovate the existing
house and construct a new two-story addition. The existing house was built for Ona
Harrington in 1947. Plans for the renovation and new addition to the house were
prepared by architect Russell Moran following the design guidelines established for
landmarked property.
The streetscape view reveals the similarity of building form to the adjoining properties
has been respected. The house would feature a new one story wing with a portion
extending up as a second story to allow for a second floor master suite. The original
house with the addition would be 2,393 square feet of living area to include a great
room, kitchen, entertainment room, small office, utility room, three bedrooms and three
baths.
RECOMMENDATION
Staff recommends approval of #CA16-68 plans for the renovation and new addition to
the house with the condition Historic Overlay #HL16-08 is approved for the property; a
building permit is obtained from the Building Department; and all exterior materials,
windows, doors and door hardware, exterior light fixtures and paint colors be staff
approved under a separate Certificate(s) of Appropriateness.
Chairman Shope called for comments from the applicant, Neal Cooper of Copper
Street Homes. Mr. Cooper said the design of the rear addition had been setback with
all efforts to keep the street view appropriate for the Township. The existing foundation
would have to be addressed as water was now flowing underneath the house; the
house would have to be pushed back, the site filled and graded for proper drainage.
He said the original structure was so simple he could have drawn it. Vice Chairman
Lee Derr questioned if the windows shown were appropriate for 1948, perhaps should
be one -over -one windows; Mr. Cooper agreed to confirm with his clients and do the
one -over -one windows. Chairman Shope asked if there was a garage or an
outbuilding; Mr. Cooper said there was room for a garage, but there is a tree in the
way, and at this time the property owner prefers to keep the tree. Commissioner Cox
asked about the exterior finishes on the top; Mr. Cooper responded probably board
and batten, but would depend on the scale.
Vick Cox made the motion to close the public hearing; Chuck Voelker seconded the
motion which prevailed in the following vote:
