SUBJECT: CERTIFICATE OF APPROPRIATENESS #CA11-01
424 EAST NORTHWEST HIGHWAY

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA11-01 for the property located at 424 East Northwest
Highway, legally described as A 946 TR 48-49, City of Grapevine to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Demolish existing building, gasoline pumps and canopies with the condition that
Historic Overlay #HL11-01 is approved for the property;
2. Construct a new retail convenience store and gasoline pump island with canopy
with the following conditions:
• that the manufactured stone material shown in the proposed elevations be
replaced with cast stone with a smooth finish;
• all exterior materials, finishes and paint colors shall be staff approved under
a separate Certificate of Appropriateness;
• a new monument sign be constructed to replace the existing leaning
structure and that plans for it be submitted for staff approval under a
separate Certificate of Appropriateness.
BACKGROUND:
Certificate of Appropriateness application #CA11-01 was submitted on 2011 by Richard
King, architect, on behalf of the owner Karim Pirani, to demolish the existing retail
convenience store, gasoline pumps and canopies and to construct a new retail
convenience store and new gasoline pump island with canopy. The building was originally
constructed as a Texaco Service Station in 1946. Grapevine resident Jack F. Gifford
leased and operated the station in the 1940's. In its present un-restored state, it is a non-
contributing structure to the Historic Township. The building has several additions that
detract for the original design concept for the building.
Staff recommends approval of Certificate of Appropriateness #CA11-01 for demolition with
conditions that Historic Landmark Subdistrict overlay #HL11-01 is approved for the
property, to record the history of the original building and allow the Commission to have
input on the development of the new retail building and gasoline island with canopy; that
the manufactured stone material shown in the proposed elevations be replaced with cast
