JOINT CITY COUNCIL AND PLANNING AND ZONING COMMISSION WORKSHOP:

1 . City Council and Planning and Zoning Commission to conduct a Joint Workshop
to discuss proposed amendments to the Comprehensive Master Plan and Future
Land Use Map and possible amendments to the zoning ordinance relative to the
application process.
CALL TO ORDER: 7:00 p.m. - Planning and Zoning Commission Conference Room
BRIEFING SESSION
1 . Planning and Zoning Commission to conduct a briefing session to discuss all items
scheduled on tonight's agenda; No action will be taken. Each item will be
considered during the Regular Session which immediately follows the Joint Public
Hearings.
JOINT MEETING WITH CITY COUNCIL: 7:30 p.m. - City Council Chambers
2. Invocation and Pledge of Allegiance: Commissioner Dennis Luers
JOINT PUBLIC HEARING
3. Conditional Use Permit CU16-26 (Texas Gun Experience) — City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by DFW Shooting Sports requesting a conditional use permit
to amend previously approved site plan C000-26 (Ordinance No. 2000-62) for a
planned commercial center, specifically to allow for a two-story 34,900 square foot
indoor shooting range and office space. The subject property is located at 1901
South Main Street and is zoned "CC" Community Commercial District. This item
was tabled from the October 18, 2016 Joint Meeting.

4. Historic Landmark District HL16-08 (Harrington House) — City Council and
Planning and Zoning Commission to conduct a public hearing relative to an
application submitted by Charles Donofrio requesting designation as a historical
landmark sub-district. The subject property is located at 713 East Texas Street
and is zoned "R-7.5" Single Family District.
Planning and Zoning Commission to recess to Planning and Zoning Commission
Conference Room, Second Floor, to consider published agenda items.

NEW BUSINESS
5. Conditional Use Permit CU16-26 (Texas Gun Experience) — Consider the
application and make a recommendation to the City Council.
6. Historic Landmark District HL16-08 (Harrington House) — Consider the application
and make a recommendation to the City Council.
7. Consider the minutes of the October 18, 2016 Planning and Zoning Commission
meeting.
NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a
representative will present the recommendations of the Planning and Zoning Commission
to the City Council for consideration in the City Council Chambers.

Chairman Oliver called the meeting to order at 7:00 p.m.

Chairman Oliver announced the Planning and Zoning Commission would conduct a
work session relative to the following cases:

Chairman Oliver closed the Briefing Session at 7:20 p.m.
JOINT PUBLIC HEARINGS
Mayor Tate called the meeting to order at 7:40 p.m. in the City Council Chambers.
Items 3-4 of the Joint Public Hearings were held in the City Council Chambers. The

Room, Second Floor to consider published agenda items.
Chairman Oliver called the Planning and Zoning Commission regular session to order at
7:40 p.m.
ITEM 5. CONDITIONAL USE APPLICATION CU16-26 TEXAS GUN EXPERIENCE
First for the Commission to consider and make recommendation to City Council was
conditional use permit application CU16-26 for property located at 1901 South Main
Street and platted as Lot 1, Block 3, Metroplace 2,d Installment. The applicant was
requesting a conditional use permit to amend the previously approved site plan of
CU00-26 (Ord. 00-62) for a planned commercial center, specifically to allow for a two
story 34,900 square foot indoor shooting range and office space.
In the Commission's regular session Theresa Mason moved to approve conditional use
application CU16-26. Jimmy Fechter seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Mason
Nays: None
ITEM 6. HISTORIC LANDMARK SUBDISTRICT HL16-08 HARRINGTON HOUSE
Next for the Commission to consider and make recommendation to City Council was
historic landmark subdistrict HL16-08 for property located at 713 East Texas Street and
platted as Lot 11, Block 105, College Heights, The applicant was requesting an historic
landmark subdistrict designation to be known as the Harrington House.
In the Commission's regular session Monica Hotelling moved to approve historic
landmark subdistrict HI -16-08. B J Wilson seconded the motion, which prevailed by the
following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Mason
Nays: None
ITEM 7. CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the October 18, 2016,
Planning and Zoning Meeting.

Dennis Luers moved to approve the October 18, 2016, Planning and Zoning
Commission Meeting with the correction that Theresa Mason's name was misspelled.
Monica Hotelling seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Mason
Nays: None
ADJOURNMENT
With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at
7:42 p.m. Dennis Luers seconded the motion which prevailed by the following vote:
Ayes: Oliver, Wilson, Hotelling, Fechter, Tiggelaar, Luers and Mason
Nays: None
