Hello Zoning Board Team,
We received your notice regarding the upcoming public hearing. Unfortunately, I will be out of town and
unable to attend. As a property owner within 200 feet of the subject tract, I hereby register my protest against
the requested exception to allow construction of a new single-family dwelling with a 5-foot encroachment into
the required front yard setback
Comments: Our neighborhood and subdivision are exceptionally unique in Grapevine, with all homeowners
taking great care to preserve the trees and maintain the overall appearance of the community. The requested
Plot 1A + 2A had already been subdivided into two lots, as it was historically a single lot. Subdividing lots is
equating to cutting down more trees.
In the interest of preserving the character of our community, protecting mature trees, and preventing
undesirable changes or requests from future owners, it is extremely important not to approve this request.
Our new neighbors have the option to extend toward the back or build upward, rather than altering the front
setback and diminishing the curb appeal of our neighborhood.

PROJECT DESCRIPTION: BZA25-04; platted as Block 3, Lot 1A, Placid-Peninsula Additi on. Section 43.E.3,
Nonconforming Uses and Structures allows the Board of Zoning Adjustment to approve the remodeling and/or
enlargement of a nonconforming use. Submitted BZA application for special exceptions to allow for the
construction of a single-family dwelling with a 5-f oot encroachment into the required front yard setba ck as
shown on the plot plan.
PLANNING SERVICES
Dimensional Control Site Plan –
· Remove the hatching from the building footprint and instead label the footprint as a two-story
dwelling, including the total square footage.
· Reposition the 25’ front setback dimension to not be obscured by the access easement note.
· Dimension the building footprint to the rear property line.
· Depict the elevation drop on the plan, including both the required 30-foot front yard setback
and the proposed 25-foot front yard setback for comparison. Additionally, provide a side
elevation drawing of the house that includes the rear yard, clearly illustrating the steep
elevation change from the rear of the structure to the yard, with grade differences and slope
conditions shown.
· Add the following purpose statement:
o The purpose of BZA25-04 is for a special exception to allow the construction of a new
single-family dwelling with a 5-foot encroachment into the required front yard
setback adjacent to Peninsula Drive as shown on the plot plan.
· Add 2820 next to Peninsula Drive (50” ROW).
· In the site plan data table revise the following:

SUBJECT: BOARD OF ZONING ADJUSTMENT CASE #BZA25-04

MEETING DATE: MONDAY, AUGUST 4, 2025
BACKGROUND INFORMATION:
The subject property is an undeveloped 8,567 square foot (0.19 acre) lot, platted as Block
1, Lot 3, Placid Peninsula Section “A”. The subject property was zoned “R-1”, Single
Family Dwelling District prior to the 1984 City-wide rezoning at which time it was rezoned
to “R-7.5”, Single Family District Regulations.
REQUEST:
The applicant intends to build a new two-story 3,450 square foot single-family detached
dwelling on the 8,567 square foot lot. BZA25-04 is a request for a special exception to
allow the construction of a new single-family dwelling with a 5-foot encroachment into the
required 30-foot front yard setback adjacent to the south property line along Peninsula
Drive as shown on the plot plan.
The following special exception is requested:
Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use. The applicant is requesting a special exception to allow the construction of a new
single-family dwelling with a five-foot encroachment into the required 30-foot front yard
setback.
CONDITION:
The proposed five (5) encroachment into the required 30-foot front yard setback adjacent
to the south property line will create a non-conforming condition on an undeveloped lot
which meets area requirements. The recent replat of the subject property by the previous
owners demonstrated full compliance with the required setback standards.
RECOMMENDATION:
The property exhibits an increasing slope from Peninsula Drive toward the rear property
line; however, there is sufficient depth in the rear yard to accommodate compliance with
the required front yard setback. Staff recommends the Board of Zoning Adjustment deny
a special exception to the Grapevine Comprehensive Zoning Ordinance 82-73, Section
43.E.3, Nonconforming Uses and Structures to allow the construction of a new single-
