SUBJECT: AUTHORITY TO AWARD THE EULESS GRAPEVINE ROAD PROJECT
RECOMMENDATION: City Council to consider the approval of awarding the Euless Grapevine
Road Project to CT4 Construction, based upon concurrence of the Texas
Department of Transportation for the Public Works Department and an
ordinance to appropriate funds.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be
available in the Grants Fund in the estimated amount of $2,182,263.
BACKGROUND: On August 31, 2018, staff submitted the Euless Grapevine Road project to
be funded through the North Central Texas Council of Government
(NCTCOG) Metropolitan Transportation Plan Policy Bundle project call.
The Euless Grapevine Road project was one of the approved projects and
provides for reconstruction of two lanes, including sidewalk and traffic
signal improvements, at the intersection of the State Highway 360
Frontage Road, as shown on the attached exhibit, to support both the
City's and the region's transportation systems.
On December 13, 2018, the Euless Grapevine Road project was awarded
federal funding through the Regional Transportation Council. Typically,
federal funds require a 20% local match, however, this project allows for
the use of Transportation Development Credits (TDCs) which reduce the
City's financial contributions. City Council authorized the use of (TDCs) on
this project in March of 2019.
On March 19, 2024, Council approved the proposed Local Project
Advance Funding Agreement for construction, which provides $2,182,263
in federal funding for construction. This includes the $436,553 in TDCs
that are being utilized as our local match.
The project was advertised and bids opened on May 13, 2025, with five
bids being received.
CT4 Construction - $1,855,851.80
XIT Paving & Construction - $1,936,240.70
Ratliff Hardscape - $1,977,277.84
Ed Bell Construction Company - $2,339,287.15
JR WTX Concrete - $2,368,108.44
Engineers Estimate - $2,071,688.47
JA Engineering, Inc. has reviewed the bids and concurs with staff's
recommendation to award to CT4 Construction in the amount of
$1,855,851.80 with a contingency of $326,411.20 for a total of
$2,182,263.00. The City will receive Federal funding in an amount up to
$2,182,263.00, leaving no additional funding required from the City other
than any cost overruns. The City will pay CT4 Construction monthly and
request reimbursement from TxDOT.
The contractor has 105 working days to complete the projects after notice
to proceed. Staff expects the work to commence at the end of 2025.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, AUTHORIZING THE
APPROPRIATION OF REVENUE IN THE AMOUNT OF
$2,182,263 IN THE GRANT FUND TO BE RECEIVED
FROM THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR THE EULESS GRAPEVINE
ROAD PROJECT; AUTHORIZING THE
APPROPRIATION OF $2,182,263 IN THE GRANT FUND
FOR EXPENDITURES ASSOCIATED WITH THE GRANT
WHICH ARE CONSISTENT WITH THE APPROVED
GRANT; DECLARING AN EMERGENCY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine has received approval for grant funds from
the Texas Department of Transportation for the Euless Grapevine Road project; and
WHEREAS, all constitutional and statutory prerequisites for the approval of
this ordinance have been met, including but not limited to the Open Meetings Act and
Chapter 211 of the Local Government Code, and
WHEREAS, the City Council deems the adoption of this ordinance to be in the
best interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $2,182,263
revenue be appropriated in the Grant Fund based on approval of the Texas Department
of Transportation project for Euless Grapevine Road.
Section 3. That the City Council hereby authorizes an estimated amount of
$2,182,263 be appropriated in the Grant Fund for the expenditures associated with the
project for which the grant is established.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence, or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City
of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas,
creates an emergency for the immediate preservation of the public business,
property, health, safety and general welfare of the public which requires that this
ordinance shall become effective from and after the date of its final passage, and it
is accordingly so ordained.
