HomeMy WebLinkAboutPZ Item 01 - Transit District OverlayMEMO TO: PLANNING AND ZONING COMMISSION MEMBERS FROM: ERICA MAROHNIC, DIRECTOR, PLANNING SERVICES MEETING DATE: AUGUST 19, 2025 SUBJECT: RECEIVE A REPORT, HOLD A DISCUSSION AND PROVIDE STAFF DIRECTION REGARDING AMENDMENTS TO MAP 2: LAND USE PLAN OF THE COMPREHENSIVE MASTER PLAN (FUTURE LAND USE MAP) IN THE TRANSIT DISTRICT ASSESSMENT AREA AND TO SECTION 41.13, TRANSIT DISTRICT OVERLAY OF THE ZONING ORDINANCE. BACKGROUND: The Commission's Comprehensive Master Plan Subcommittee met on August 7, 2025, to discuss potential amendments within the 13t" assessment or Transit District for Map 2: Land Use Plan, also know as the future land use map (FLUM). During the discussion and direction, the following topics were covered: 1. Make the Transit District Overlay mandatory for all development and redevelopment activities within its boundaries. This can be achieved by prohibiting the use of a Planned Development (PD) overlay within the Transit District, as developers can only utilize the Transit District overlay to deviate from the base zoning. 2. Amend Section 41.13, Transit District Overlay of the Zoning Ordinance to establish the Transit District as a legitimate overlay tool. The primary land use will be determined by the base zoning district, while the overlay can modify uses, design standards, density, and other relevant factors. 3. Better define intensity subdistricts by amending Section 41.13, Transit District Overlay. Instead of trying to define each intensity subdistrict, create a comprehensive list of appropriate uses for each one. 4. Amend the boundaries of the Transit District as follows- - Remove 1109 Airline Drive. - Remove 113, 131, and 351 E. Hudgins Street. - Remove 827 Dawn Lane and 849 E. Dallas Drive. - Remove the Sunshine Harbor subdivision as "future" development. M P24-01.4 5. Propose the following Future Land Use (FLU) changes: Address 1109 Airline Drive 729 E. Dallas Road 827 Dawn Lane 849 E. Dallas Road 605 E. Dallas Road 611 E. Dallas Road 617 E. Dallas Road 623 E. Dallas Road 701 E. Dallas Road 113 E. Hudgins 131 E. Hudgins 351 E. Propose the following rezoning changes- - Change the zoning of 1109 Airline Drive from Professional Office District (PO) to Single -Family District (R-7.5). 7. Consider introducing a "government/private partnership" use within the Transit District. During the Commission's Transit District Overlay, (Section 41.13.) Subcommittee meeting on August 11, 2025, the subcommittee reviewed the draft revisions from the Planning and Legal teams for the first three subsections. These included the purpose, general guidelines, and the application for utilizing the transit district. The subcommittee provided feedback, and the revisions are shown in the attached comparison table exhibit. e m/ 2
