SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR THE
PURCHASE OF BUNKER GEAR (PROTECTIVE CLOTHING)
RECOMMENDATION:
City Council to consider approval for the renewal of an annual contract for the purchase
of various types of protective clothing (bunker gear) from Casco Industries, Inc. through
an interlocal agreement with the City of North Richland Hills.
FUNDING SOURCE:
Funds are budgeted in account 100-42220-210-3 (Clothing Supplies/Fire Department)
for the estimated budgeted amount of$21,000.00.
BACKGROUND:
Purchases will be made as required and in accordance with an Interlocal Cooperative
Purchasing Agreement with the City of North Richland Hills as allowed by the Interlocal
Cooperation Act, Texas Government Code, Chapter 791 and Texas Local Government
Code, Section 271.101 and 271.102 and satisfies all bidding requirements. Council
approved the agreement with the City of North Richland Hills on March 15, 2011.
The City of North Richland Hills solicited bids on RFB #10-042 from which they awarded
a contract to Casco Industries, Inc. on October 5, 2010. This contract includes four one-
year renewal options. This approval request is for the second of four, one-year renewals
available.
This contract for fire bunker gear (protective clothing) for the Fire Department is used
when responding to various emergencies. The triple layer clothing is made of fire
resistant materials that make it possible for fire fighters to enter burning buildings. The
clothing conforms to the National Fire Protection Association's standards which specify a
minimum standard of design, performance, safety, testing and certification requirements.
The clothing consists of bunker jackets, pants and safety lettering.
With many different public agencies participating in this cooperative contract, the
collected volume has helped secure a lower cost. Casco Industries, Inc. has provided
this product to the City in the past with satisfactory results.

The Fire Department staff reviewed the contract for specification compliance and pricing
and determined that the contract would provide the best product and pricing for meeting
the needs of the City.
Staff recommends approval.
