Because you are a property owner within 200 feet of the subject tract of land as shown by
the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote
of the City Council is required to approve the request.

Street, Suite 100. Also, number the sheets in the f ollowing order: sheet 1 of 3 –
Dimensional Control Site Plan, 2 of 3 – floor plan, and 3 of 3 – parking plan.
· In the Title Block add W.M. Dooley Survey, A-422.
· Add the purpose statement:
o The purpose of CU25-34 is to allow for a 1,443-squa re-foot expansion of an
existing 1,243 square-foot restaurant into the adja cent Suite 101, and outside
dining.
Dimensional Control Site Plan – Sheet A01-02
· Label the overall site plan as the Dimensional Control Site Plan.
· Revise street names to South Main Street (variable R.O.W.) and East College Street (60’ R.O.W.)
and add a north “arrow”.
· Add perimeter dimensions of the subject site.
· Label the two-story buildings and the single-story building as existing rather than neighbor
expansion.
· In the title block use Block 15, Lot C, Original Town of Grapevine, and remove Weinberger’s
Addition.
· Provide a breakdown of the interior occupant load and corresponding parking requirements
based on 2021 IBC. Include use areas (e.g., dining, kitchen, storage) per IBC Table 1004.5, and
calculate the required parking.
· Provide a tenant use list for all three buildings, indicating the square footage by use type (e.g.,
retail, office, restaurant, etc.).
· The signature block must be a minimum size of 4.5” x 4.5”.
· Show all improvements on the subject site including the external and interior stairs.
· Add the Title Block and Signature Block per site plan checklist.

NOTE: Light fixtures excluding accent lighting of architectural building features and lighting of public art
or public monuments shall be mounted no higher than the highest point of the primary structure on the
property. In no case shall light poles be greater than 30 feet in height.
· Label the landscaped areas.

· Provide a graphic scale.
· Add a north “arrow” to the floor plan and rotate the floor plan to match the same orientation as
the dimensional control site plan.
· Label the existing and proposed areas and hatch the proposed expansion. Provide a legend
identifying the hatched area and include its square footage.

· Occupancy records list the area of the existing restaurant as 1,243 square feet. Review and
revise accordingly.
· Label the furniture plan as floor plan.
· Explain how each existing door in the expansion space will be used, including whether any doors
will serve as customer entrances, emergency exits, or be removed or blocked off.
· Remove the outdoor trash can.
· Label the outdoor seating as existing and label the material and height of the wrought iron
fence.
· Label the perimeter dimensions of both the existing space and the proposed expansion. Do not
include the outdoor seating area in the dimensions.
· Label the sidewalk. Show the curbs along South Main Street and East College Street and
dimension the distance of the outdoor seats to the curbs, with the minimum distance required
of four feet.
· Label the main entrance as well as all other entrances and exits.

PROPERTY LOCATION AND SIZE:
The subject property is located at 601 South Main
Street, Suites 100 and 101 and platted as Block 15,
Lot C, Original Town of Grapevine. The property
contains approximately 2.187 acres and has
approximately 300 feet of frontage along South Main
Street and approximately 323 feet of frontage along
East College Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
Site Plan SP01-15, approved on July 18, 2001, established the multi-tenant building
currently occupied by the subject restaurant. This request is specifically to allow a 1,300
sq.ft. expansion of an existing delicatessen into an adjacent suite (101) and outside
dining.
The delicatessen opened in August 2003, and the applicant proposes to expand the
existing floor plan into an adjacent 1,300 sq.ft. lease space for a total 2,543 sq.ft.
delicatessen, Weinberger’s Deli. The revised seating layout will accommodate 88
patrons: 68 seats indoors and 20 outdoor seats.

A total of 41 parking spaces are required for the restaurant expansion. The site provides
82 parking spaces for all tenants, which include a mix of retail, office, restaurant, and
personal service uses. In addition, there are five parallel parking spaces along South Main
Street and nine parallel spaces along College Street.
According to the parking plan provided by the applicant in the plan set, there are 367
public parking spaces available in six public parking lots located within 1,000 feet of the
subject site.
No other changes are proposed with this request.
PRESENT ZONING AND USE:
The property is currently zoned “CBD”, Central Business District and is developed as a
multi-tenant office-retail-restaurant complex.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was not rezoned during the 1984 City-wide Rezoning.
· On July 20, 1999, City Council approved Z99-07 (Ord. 1999-102) to rezone 2.189
acres of the former Winn Dixie grocery store from “SP”, Specific Use Permit District
to “CBD”, Central Business District for professional office and retail sales
development. Included was a concept plan for a 2,500 square-foot retail building
at the northeast corner of South Main Street and East College Street.
· On July 19, 2001, staff approved SP2001-15, a site plan for Building “A”, a 11,129
square-foot multi-tenant building located at the southeast corner of South Main
Street and East College street and concept plan for Building “B”, a 10,002 square
foot building.
· On July 19, 2001, staff approved SP2001-18, a site plan for Building “B”, a 10,002
square-foot multi-tenant building located south of Building “A” along South Main
Street.
· On April 15, 2008, City Council approved CU08-09 (Ord. 2008-20) to establish a
wine tasing room for on- and off premise consumption (wine only) in conjunction
with a coffee shop located at 603 South Main Street, Suite 303.

· On March 24, 2009, City Council approved an extension to CU08-09 (Ord. 2008-
20) for the wine tasting room to expire on April 15, 2010.
· On January 19, 2010, City Council approved CU09-46 (Ord. 2010-01) to allow a
25 seat restaurant located at 603 South Main Street, Suite 303.
· On March 21, 2017, City Council approved CU17-03 (Ord. 2017-018) for a
restaurant located at 603 South Main Street, Suite 302.
· On July 17, 2019, City Council approved CU18-17 (Ord. 2018-62) to expand the
previously approved restaurant into an adjacent lease space to occupy 2,070
square feet located at 603 South Main Street, Suite 303.
· On June 17, 2025, City Council approved CU25-24 (Ord. 2025-033) to modify the
floor plan of the previously approved 2,090 sq.ft. restaurant, and allow outside
dining for 14 patrons, located at 603 South Main Street, Suite 303.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CBD”, Central Business District and “R-7.5” Single Family District—
funeral home, single family residences
SOUTH: “CBD”, Central Business District and “LI” Light Industrial District—
restaurant, warehouse and mini-storage
EAST: “CBD”, Central Business District and “LI” Light Industrial District—
professional offices and mini-storage
WEST: “CBD”, Central Business District—various retail businesses and auto
repair
AIRPORT IMPACT:
The subject tract is located within “Zone A” Zone of Minimal Effect as defined on the
“Aircraft Sound Exposure: Dallas Fort Worth Regional Airport Environs” map. Few
activities will be affected by aircraft sounds in Zone A except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as a Central Business (CB) land use. The applicant’s proposal is compliant with the
Master Plan.
