CALL TO ORDER
REGULAR MEETING
CITIZEN COMMENTS
1. Any person who is not scheduled on the agenda may address the Board of
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board.
Citizens will have 3 minutes to address the Board of Commissioners. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

3. Consideration of the minutes from the July 26, 2025, meeting and take any
necessary action.
4. Consideration of Resolution No. 25-04 to authorize the Executive Director to
enter into a contract with John Blakeway, CPA
5. Consideration and acceptance of the June and July 2025 monthly financial
statements and take necessary action.

The Board of Commissioners of the City of Grapevine Housing Authority met in Regular Session on the 28th day of
August 2025, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place,with the following
members present to wit:
Linda Troeger Chair
Bonnie McHugh Vice Chair
Bruce Woodward Financial Officer
Teri Rhodes-Cantu Commissioner
Ron Moxom Resident Commissioner
Constituting a quorum,with the following also present:
Sean Shope City Council Liaison
Jane Everett Executive Director
Call to Order
Chairperson Troeger called the meeting to order at 4:00 p.m.
Item#1 - Citizen Comments
No Citizen comments submitted.
Item#2-Report from the Executive Director(informational Only)
A. Rent Delinquency and Information Sheet
The Executive Director reported to the Board on the rent delinquencies, number of empty units,work
orders and statistical information for the waiting list for Public Housing through August 25,2025. The
Executive Director also reported on the average days to close the July work orders.
B. Capital Funds Report and Work in Progress
The Executive Director reported to the Board on the current Capital Funds and corresponding projects.
C. Report on Public Housing Activity and Issues
The Executive Director updated the Board the audit of the December 31. 2024,financial statements
kicked off.
D. Update from the Resident Advisory meeting held August 15,2025
The Executive Director,Jane Everett, solicited feedback from the residents on GHA's Five Year Capital
Plan. Feedback included pavilions on Starnes and Scribner,a second pavilion on Worth Street and a
cover for the pavilion on Starr Place, new address numbers that are bigger and more reflective, new
mailboxes, look at the lighting on Worth Street, handrails on the back steps on Worth Street,and a ping
pong table in the laundry room.

Item#3-Consideration of the minutes of July 24.2025 meeting and take necessary action.
The Board was provided with the minutes from July 24,2025, meeting for approval.
Commissioner McHugh made the motion and Commissioner Rhodes-Cantu seconded to approve July 24, 2025,
minutes as presented.
Ayes: Troeger, McHugh, Rhodes-Cantu,Woodward and Moxom
Nays: None
Motion passed: 5-0
Item#4-Consideration of Resolution No. 25-04 to authorize the Executive Director to enter into a contract with John
Blakeway. CPA for annual audit services.
The Board was provided the contract prior to the meeting for their review and consideration.
Commissioner Moxom moved and Commissioner McHugh seconded to approve Resolution 25-04 for the Executive
Director to enter into a contract with John Blakeway, CPA to perform the annual audit for the period December 31,
2024.
Ayes: Troeger, McHugh, Rhodes-Cantu,Woodward and Moxom
Nays: None
Motion passed: 5-0
Item#5-Consideration and acceptance of the June and July 2025 monthly financial statements and take necessary
action.
The Executive Director presented the Board with electronic copies of the June and July 2025 financial statements for
their review. Commissioner Woodward reviewed the financial statements and reported he found them to be
acceptable
Commissioner Woodward made the motion and Commissioner Rhodes-Cantu seconded to approve the June and
July 2025 financial statements.
Ayes: Troeger, McHugh, Rhodes-Cantu,Woodward and Moxom
Nays: None
Motion passed: 5-0
ADJOURNMENT
Commissioner Rhodes-Cantu made the motion and Commissioner Moxom seconded that the meeting be adjourned.
