HomeMy WebLinkAboutItem 29 - Household Hazardous Waste ProgramMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 16, 2025 SUBJECT: RENEWAL OF AN INTERLOCAL AGREEMENT WITH THE CITY OF FORT WORTH FOR PARTICIPATION IN HOUSEHOLD HAZARDOUS WASTE PROGRAM RECOMMENDATION: City Council to consider approval for renewal of an Interlocal Agreement with City of Fort Worth for participation in the Household Hazardous Waste Program. FUNDING SOURCE: Funds are available in the General Fund (Public Works) for an estimated amount of $110,000. BACKGROUND: Grapevine has participated with Fort Worth in providing a Household Hazardous Waste (HHW) collection program for the past several years. The interlocal agreement (ILA) with the City of Fort Worth provides residents with a local collection event and an Environmental Collection Center (ECC) drop-off facility for disposal of hazardous waste. The contract is self -renewing infinitely but can be terminated with 45 days notice. Due to continued increases in disposal and operating costs, the City of Fort Worth is raising the price for citizens of participating cities to dispose of household hazardous waste at the ECC. The cost charged for each household that utilized the service is currently $95/household for FY2025 and will increase to $125/household for FY 2026. Barring any unforeseen circumstances, the City of Fort Worth anticipates this rate will remain in effect through October 1, 2028. The HHW program provides citizens with an environmentally sound method of disposal. Without this alternative, hazardous waste could be illegally disposed in the solid waste collection system, storm water drainage system, or the wastewater collection and treatment system. The United States and State of Texas have promulgated rules that require cities to manage pollution in stormwater runoff; and the HHW Program is utilized as a component of the comprehensive Storm Water Quality Management Program. This request is for approval of an Interlocal Agreement with the City of Fort Worth and the City of Grapevine, Texas, in order to continue participation in Fort Worth's ECC and HHW Program. The City is allowed by the Interlocal Cooperation Act Texas Government Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102, to enter into interlocal agreements for the performance of governmental functions and services.
