Because you are a property owner within 200 feet of the subject tract of land as shown by
the last City-approved tax rolls, you received this notice. If you cannot or do not wish to
attend the hearing, the attached form is provided for your convenience. If owners of more
than 20% of the property within 200 feet of the subject tract object to the case, a 3/4 vote

Non-conforming uses and structures
Action is required by the Board of Zoning Adjustmen t (BZA) to address non-conformance of
the subject site with respect to minimum open space and maximum lot coverage. The Zoning
Ordinance requires that a minimum of 15% of the tot al lot area must be maintained as open
space, and no more than 85% of the lot area may be covered by impervious surfaces. Please
contact staff at 817.410.3155 to discuss the BZA pr ocess and next steps.

SUBJECT: CONDITIONAL USE APPLICATION CU25-27; FORTIFIED FILM
SOULUTIONS (SECOND READING)
RECOMMENDATION:
Staff recommends the City Council approve Conditional Use Application CU25-27 on the
second reading of an ordinance, and take any other action necessary.
BACKGROUND:
Conditional Use Request CU25-27 was submitted by Skylar Lyle, Baird Hampton and
Brown, and approved on the first reading of an ordinance by City Council at the August
19, 2025 meeting. The request was to allow for the application and installation of paint
protection film and window film (window tinting) in conjunction with a proposed business.
The subject property is developed with two single story, 80,054 square foot warehouse-
office buildings on a 279,220 square foot (6.41 acres) lot. The applicant intends to use an
existing, 8,422 sq. ft. lease space for window tinting and paint protection film installation.
All installations will take place indoors and all vehicles will be in working condition. Total
required parking is 46 spaces. Ninety-five (95) spaces are provided.
The applicant sought approval of a special exception from the Board of Zoning Adjustment
relative to allowing the building and site to remain as developed, as the site is not compliant
with Zoning Ordinance (82-73) relative to the existing minimum open space, maximum
impervious area, uninterrupted 25-foot landscaped front yard, and landscape
requirements. The Board approved the special exception requests at their September 8,
2025 meeting.
