Call to Order II. Invocation III. Citizen Comments Any person who is not scheduled on the agenda may address the Senior Citizen Advisory Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the staff. A member of the public may address the Senior Citizen Advisory Board regarding an item on the agenda either before or during the Board’s consideration of the item, upon being recognized by the Chairman or upon the consent of the Senior Citizen Advisory Board in accordance with the Texas Open Meetings Act, the Senior Citizen Advisory Board is restricted in discussing or taking action during Citizen Comments. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS 1st DAY OF OCTOBER 2025 AT 5:00 P.M. ______________________________________ Chris Smith, Director of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Senior Citizens Advisory Board met October 7, 2025 at 1:00 p.m. in The REC of Grapevine, 1175 Municipal Way, Grapevine, Texas with the following members present: MEMBERS LIAISONS Ric Clark, Chairperson Gena Bohl – GRACE LuAnn Chapman Gatts Isabelle Boyd – Active Adults Carey Miller Duff O’Dell – City Council Member Pam Price Linda Troeger (in place of Teri Rhodes Cantu) – Grapevine Housing Authority ABSENT Stacy Holt Vicki Dale Constituting a quorum with the following members of City staff: Chris Smith, Director Trent Kelley, Deputy Director Jennifer Kashner, Recreation Manager Megan Varner, Active Adults Supervisor Megan Holladay, Administrative Manager Ric Clark called the meeting to order at 1:05 pm and Carey Miller provided the invocation. Citizen Comments: NONE Approval of Minutes: A motion was made to approve July 1, 2025, minutes. Motion: Member, Price Second: Member, Chapman-Gatts Ayes: Members Chapman-Gatts, Clark, Miller, Price Nays: None Approved: 4-0 Absent: Members Dale, Holt Presentations and Updates: Jennifer Kashner, Recreation Manager provided an update on Active Adult Holiday Events. Miscellaneous: Seeing no objections, the Senior Advisory Board was unanimous in keeping the date for the December meeting on Tuesday, December 2. Correction: The next Senior Advisory Board meeting is scheduled for Tuesday, January 6, not December 2. Duff O’Dell provided a City Council update. National Night out is October 7, 2025. The City Council is currently working on cleaning up their Master Plan. GCISD has shared financial concerns due to population and “Robin Hood”/Recapture. The city is excited to transform into the Christmas Capital of Texas. Gena Bohl provided a GRACE update. Currently you must be a Grapevine resident and 60+ to receive benefits. Since July, they have delivered 169 groceries and logged 170 volunteer hours. Isabelle Boyd provided an Active Adult update. The Grapevine Chorus is up and running and will be performing at the Veterans Day Lunch. Chris Smith provided an update. He shared that we are well into the Master Plan process with hopes that it will be completed by April or May 2026. He shared that discussion regarding next steps for The REC expansion are underway. Setters Park Phase 1 and 1B are complete and tonight at the City Council Meeting, they will discuss Phase 2. On the agenda is also the approval of new chairs for The REC. He also reminded people about PumpkinFest. Trent Kelley provided an update. He shared that Austin Oaks, Banyan Park, and Pickering Park are all undergoing playground replacements. He shared about the new fencing around Oak Grove soccer and about changes coming to Minnow Loop. He also shared that the sensory room at The REC would be added soon. Linda Troeger, in place of Teri Rhodes Cantu, provided a Grapevine Housing Authority update. Megan Varner provided an Active Adult update and shared that the new Grape Affair was out.
