SUBJECT: 41ST YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) PROGRAM — CONTRACT APPROVAL
RECOMMENDATION:
City Council to consider adopting a resolution approving the Tarrant County contract with
Reyes Group in the amount of $432,547.05 for the 41ST Year Community Development
Block Grant street reconstruction project, authorize staff to forward approval
recommendation to Tarrant County officials, and take any necessary action.
FUNDING:
CDBG funding is available for this project in the amount of $162,880.00 and City of
Grapevine Street PCMF funding is available in the amount of$269,667.05
BACKGROUND:
The scope of the project is the reconstruction of the 800 block of East Texas Street(from
Ruth to Austin Streets) including new curb & gutter, asphalt paving, sidewalks on both
sides of the road, handicap ramps and driveway approaches.
The roadway reconstruction project is located in the College Heights Addition, CDBG
Target Area designated as census tract 1137.05 Block Group 4, in the 2014 Housing and
Urban Development (HUD) Low/Moderate Income Survey Data (LMISD).
These improvements will contribute to the upgrade of the areas by providing an improved
travel surFace for motorists and pedestrians in the neighborhood.
There were a total of three bidders on this project. The bids were as follows:
CONTRACTOR BASE BID
Reyes Group $432,547.05
McClendon Construction Co. $447,440.00
Quality Excavation $628,481.35
Reyes Group has constructed other projects within the City of Grapevine and has been
identified as an acceptable choice for this type of project.
Staff recommends approval.
RESOLUTION NO. 2017-003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING THE 41ST YEAR CDBG
PROJECT CONTRACTOR AND CONTRACT PRICE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, The City of Grapevine City Council is approving the hiring of Reyes
Group as the low bidder for the 41 st Year Community Development Block Grant
(CDBG) Project; and
WHEREAS, The City of Grapevine is approving the bid amount of $432,547.05
submitted by Reyes Group for the 41 st Year CDBG Project; and
WHEREAS, the City of Grapevine commits up to an amount of $269,667.05
toward construction of the 41 st Year CDBG project; and
WHEREAS, The City of Grapevine accepts the construction time on the project
will be 120 calendar days; and
WHEREAS, all legal prerequisites for the adoption of this resolution have been
met, including but not limited to the Local Government Code and the Open Meetings
Act; and
: WHEREAS, the City Council hereby declares that the approval of this resolution
is in the best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas, approves the
terms as set forth above concerning the CDBG 41 st Year Project to be submitted to the
Tarrant County Community Development Division for approval by the Tarrant County
Commissioner's Court
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 3rd day of January, 2017.
