This letter confirms on December 28, 2016 the Historic Preservation staff approved withl
cond 't' 'ons #CA16-125 for demolition for the existing structure at property 'addressed 71
East Texas Street, legally described as Block: 105, Lot: 11, College Heights Addition,
Grapevine, Texas. The following was approved on this Certificate of Appropriateness. -
1) Demolition of the existing 896 sq. ft. house and construct a replica structure as
per previously approved plans of #CA16-68, attached, with conditions
a. the windows be changed to one -over -one windows;
b. all exterior materials, windows doors and door hardware, light fixtures and
paint colors be approved under a separate Certificate of Appropriateness;
c. a building permit is obtained from the building department.
An appr ed Certificate of Appropriateness is not an approved Building Permit and a
permit "is is not required. Contact the City of Grapevine's Building Department at

RECOMMENDATION FOR DEMOLITION OF 713 E TEXAS STRUCTURE
In preparation for a new foundation and additions to the existing structure
of 713 E Texas as approved by HPC, the internal wall coverings were removed to
exposeth e internal structure of the building. This would reveal both the,
construction methods of the structure and the approximate date of the structure
as would be evident from the methods and materials used.
Upon removal of the internal wall and ceiling materials, along with
insulation material we exposed the wood structure for the walls, ceiling and roof
structure. We found when these materials were removed that the building was in
a severe condition due to poor workmanship, not to code practices, and all the
original material for wall structures had been removed and replaced with random
materials. The structure did not have any component to it that would meet
current codes and all aspects of the original wall structure from the historic
building had been removed. There is now doubt that this structure was
constructed by someone who had no knowledge of proper building practices and
was done either prior to or without second party inspection.
This structure does not have any structural integrity and could not survive
any attempt to move the structure, and no longer contains the original structural
components that were target to be preserved by the HPC- We this knowledge it is
our recommendation that the structure be demolished and that the approved
plans for 713 E Texas be built from new materials. See below pictures for
examples.
