CITY OF GRAPEVINE, TEXAS
On Monday evening, April 2, 2001, at 6:00 P.M. in the City Council Chambers,
2nd Floor, 200 South Main Street, Grapevine, Texas, the Board of Zoning Adjustment
of the City of Grapevine will hold a public hearing to consider the following item:

Current Zoning: LI, Light Industrial District
Proposal: The request is for the following variance to the Grapevine
Comprehensive Zoning Ordinance 82-73: Section 31.G.4., Light industrial District, Area
Regulations which requires a 15 foot side yard setback. The applicant is requesting a
variance of seven feet -six inches to this requirement. If approved by the Board of Zoning
Adjustment, it would allow the existing structure to remain, as shown on the site plan.
Section 54, Masonry Requirements requires all principal buildings and structures located
in the "LI", Light Industrial Zoning District to have at least 70 percent of the total exterior
walls, excluding doors and windows, constructed of brick, stone, fiber reinforced
cementitious board or other masonry. The applicant is requesting a variance of 100
percent to this requirement. If approved by the Board of Zoning Adjustment it would allow
no masonry coverage for the existing structure, as shown on the site plan.

permitted in the required buffer strip. The applicant is requesting a complete variance to
the requirement for a wall, fence, or berm at least six -feet in height to screen the "CC"
Community Commercial District from the "R-20" Single Family District to the north. If
approved by the Board, there will be no screening provided by a wall, fence, or berm
between the two properties.

RECOMMENDATION:
Staff recommends the Board of Zoning Adjustment approve with conditions the following
variance request to Grapevine Comprehensive Zoning Ordinance 82-73 for property
located at 3400 William D. Tate Avenue, platted as Lot 1, Block 1, Grapevine III Addition,
Grapevine:
Section 25.M.4., CC, Community Commercial District Regulations, Design
Requirements states that whenever a "CC" Community Commercial District is
adjacent to any residentially zoned district, a buffer strip, at least 20-feet in width
shall be provided between the two districts. A wall, fence, or berm at least six -feet
in height shall be erected to effectively screen the "CC" Community Commercial
District from the residential area and no streets, alley, vehicular storage or use shall
be permitted in the required buffer strip.

SPECIAL CONDITION:
Staff finds that a special condition exists, specifically the topography of the site and the lot
configuration with the heavily wooded creek along the northern property line adjacent to
the "R-20" Single Family District property makes the screening fence inconsequential. The
property line lies within a creek bed to the north. A strict interpretation of the ordinance
would mandate placement of the screening wall, fence, or berm within the creek bed which
would serve no purpose. The single-family property immediately adjacent to the north of
the subject site is within a flood plain that is a no -build area. In addition, the subject site
and the property to the north are heavily wooded providing effective screening.

Staffs recommendation for approval is conditional based on negative input from property
owners within the 200-foot notification zone.
BACKGROUND INFORMATION:
The application was submitted by the property owner, Cirrus — Grapevine III, L.P., c/o W.
L. Hutchison. A variance request on this property to exceed the one-story or 25-foot
height limit was considered by the Board at their March 6, 2000 meeting and was denied.
