SUBJECT: PURCHASE OF MOBILE POLICE TRAINING STRUCTURES FOR THE
POLICE DEPARTMENT
RECOMMENDATION: City Council to consider approval for the purchase of mobile police
training structures from Mobile Police Training for the Police Department.
FUNDING SOURCE: Funds are available in the Grant Fund for an amount not to exceed
$124,245.
BACKGROUND: This purchase is for mobile police training structures using a grant from
the State of Texas under the Mobile Training Structure Systems Program.
The mobile training system will provide officers with access to realistic,
scenario -based environments that replicate high -risk and complex
situations. The structures provide for the department to create various
layouts and mimic interior floorplans of various residential and commercial
structures (including but not limited to apartments, schools, office
environments, etc.) for the purposes of training with room clearing and
other tactical movements within structures. Furthermore, they provide a
safe environment for dynamic, force on force training, to include active
shooter response training.
This procurement was made as a sole source in accordance with Local
Government Code Chapter 252, Subchapter B, § 252.022. General
Exemptions (a)(7)(A). Items that are available from only one source
because of patents, copyrights or secret processes. Mobile Police
Training is the sole source provider for this equipment.
The Police and Purchasing Departments reviewed the specification
compliance and pricing and determined that purchase would provide the
best service and pricing for meeting the needs of the city.
Staff recommends approval.
