HomeMy WebLinkAboutItem 08 - Crimes Against Women Formula GrantsMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: FUNDING SOURCE: BACKGROUND: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL BRUNO RUMBELOW, CITY MANAGER NOVEMBER 18, 2025 APPROVAL OF CRIMES AGAINST WOMEN DETECTIVE GRANT City Council to consider a resolution authorizing the acceptance of funds from the State of Texas, Office of the Governor, Crimes Against Women Formula Grants Program for Fiscal Year 2026. Funds are available in the Crime Control & Prevention District (CCPD) Fund for an estimated amount of $95,622. The Criminal Justice Division of the Office of the Governor for the State of Texas provides the Crimes Against Women Formula Grants Program opportunities to assist law enforcement agencies in providing services and assistance directly to victim(s) and/or families of crime. The purpose of this grant is to promote a coordinated, multi-disciplinary approach to improve the justice system's response to violent crimes against women, including domestic violence, sexual assault, dating violence, and stalking. The Grapevine Police Department received notification from the Office of the Governor that grant funds have been allocated under the Crimes Against Women Formula Grants Program for a detective position (renewal). The detective position will continue to be assigned to our Criminal Investigation Division. This grant is in its second year and has been renewed annually at the conclusion of each cycle. The Grapevine Police Department has seen a steady flow of incoming cases related to domestic violence, sexual assault, and other related crimes against women. To ensure an effective response, it is essential that the Police Department has specialized personnel dedicated to handling these cases. The Office of the Governor's Crimes Against Women Formula Grants Program provides a unique opportunity to bolster our resources with minimal impact on the city's general fund. The duties of the Crimes Against Women Detective position will include domestic violence, sexual assault, dating violence, and stalking. As well as any other ramifications into related crimes such as Human Trafficking Cases, Assisting Victims, Collaboration with Advocacy Groups, Evidence Collection and Processing, Interviewing and Interrogating, Building Strong Cases for Prosecution, Training and Community Education, Staying Informed on Legal Developments, Reporting and Documentation, and lnteragency Coordination that may fall under the scope of the grant. This program, in alignment with the federal Violence Against Women Act (VAWA), focuses on strengthening law enforcement capabilities in prosecuting violent crimes against women, including sexual assault, domestic violence, dating violence, and stalking. A dedicated detective for this matter is critical for improving outcomes for victims and reducing the occurrence of such crimes in our community. Staff recommends approval. RESOLUTION NO. 2025-020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE ACCEPTANCE ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS FOR THE PURPOSE OF PARTICIPATING IN THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM, FOR A SECOND YEAR, HEREINAFTER REFERRED TO AS THE “GRANT PROGRAM”; AND CERTIFYING THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; AND PROVIDING AN EFFECTIVE DATE WHEREAS, The City of Grapevine (“the Applicant”) is fully eligible to receive assistance under the Grant Program; and WHEREAS, the Applicant is desirous of authorizing an official to represent and act for the Applicant in dealing with the Police Department (“the Department”) concerning the Grant Program; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the citizens of The City of Grapevine that the Grant Program be operated for the Fiscal Year 2026. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the Applicant hereby certifies that they are eligible to receive assistance under the Grant Program. Section 3. That the Applicant agrees to provide the applicable matching funds for the Grant Program as required by the Violence Against Women Formula Grants. Section 3. That the Applicant agrees that in the event of loss or misuse of grant funds, the Applicant assures the funds will be returned to the Office of the Governor in full. Resolution No. 2025-020 2 Section 4. That the Applicant hereby authorizes and directs the Chief of Police as the “Authorized Official” who is given the power to apply for, accept, reject, alter, or terminate this grant, as well as given the authority to sign all grant adjustment requests, inventory reports, progress reports and financial reports or any other official documents related to the grant on behalf of the City of Grapevine. Section 5. The Applicant hereby specifically authorizes the Official to make application to the Department accepting funds from the State of Texas, Office of the Governor, Violence Against Women Formula Grants -Grant #5010802. Section 6. That this resolution shall take effect from and after the date of its passage.
