SUBJECT: APPROVAL OF A RESOLUTION FOR THE DONATION OF SURPLUS
PERSONAL PROTECTIVE EQUIPMENT AND BOOTS TO THE
SHERWOOD SHORES VOLUNTEER FIRE DEPARTMENT.
RECOMMENDATION: City Council to consider approval of a resolution for the donation of 15
sets of surplus personal protective equipment and 8 pairs of boots to the
Sherwood Shores Volunteer Fire Department.
FUNDING SOURCE: Donation of out-of-date personal protective gear. No financial impact.
BACKGROUND: The Fire Department has a history of reaching out to other fire
departments to help them with surplus gear and equipment that is no
longer useful to the GFD. Each year, the department purchases new PPE
for a portion of our members. We are mandated by the Texas Commission
on Fire Protection (TCFP) to keep PPE no longer than 10 years.
We regularly donate PPE to the fire department in Parras and have
recently fulfilled their needs.
Many small volunteer fire departments throughout the State of Texas are
without even the most rudimentary protective clothing and equipment.
This gear has reached the end of its lifespan for GFD; however, it has
some service life remaining and will help this small volunteer fire
department.
GFD is proposing to donate 15 sets of PPE, including coats and pants,
and 8 pairs of boots.
Staff recommends approval.
RESOLUTION NO. 2025-021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY
AS SURPLUS; PROVIDING FOR THE DONATION OF SAID
PROPERTY TO THE SHERWOOD SHORES VOLUNTEER
FIRE DEPARTMENT AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, it has been determined that the City of Grapevine is in possession of
surplus property of Personal Protective Equipment (PPE) and firefighting boots; and
WHEREAS, these items have exceed their life expectancy and are no longer used
by the City of Grapevine Fire Department; and
WHEREAS, these items would greatly enhance the effectiveness of another City's
fire department and enable them to better serve their community; and
WHEREAS, all legal prerequisites for the adoption of this resolution have been met,
including but not limited to the Local Government Code and the Open Meetings Act; and
WHEREAS, the City Council hereby declares that the approval of this resolution is
in the best interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are true and correct and are
incorporated herein as if copied in their entirety.
Section 2. That the Grapevine City Council declares the following items as surplus
and are hereby donated to the Sherwood Shores Volunteer Fire Department, located in
Gordonsville, Texas:
• Fifteen (15) sets of Personal Protective Equipment (PPE) — 15 coats, 15 pants
• Eight (8) pairs of firefighting boots
Section 3. That the City Manager, or his designee, is authorized to make the above
items available to the Sherwood Shores Volunteer Fire Department.
Section 4. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, on this the 18th day of November, 2025.
