APPROVAL FOR THE AWARD OF AN INFORMAL REQUEST FOR
QUOTE FOR WILLIAM D TATE AVENUE LANDSCAPE AND
IRRIGATION MEDIAN ENHANCEMENTS
City Council to consider approval for the award of an informal request for
quote for William D. Tate Avenue Landscape and Irrigation Median
Enhancements from Clean Scapes Enterprise Inc. for the Parks and
Recreation Department.
Funds are available in the Permanent Capital Maintenance Fund (Parks)
for an amount not to exceed $76,032.
As part of the City's ongoing efforts to enhance and beautify key corridors,
staff identified the William D. Tate Avenue medians for landscape and
irrigation renovation. The existing plant material and irrigation
infrastructure have reached the end of their useful life and require
replacement to maintain the high standards of Grapevine's streetscape
aesthetics. The proposed improvements will refresh these medians with
updated plant selections, improved irrigation efficiency, and a more
sustainable design approach consistent with other recent median
enhancement projects across the City.
Because this work constitutes a renovation, and not routine maintenance,
it falls outside the scope of services provided by the City's contracted
landscape maintenance vendor. To ensure competitive pricing and quality
workmanship, staff solicited informal quotes in accordance with the City's
Purchasing Policy. Formal bids and advertisements are not required for
purchases under $100,000 per Senate Bill 1173, effective September 1,
2025.
Three qualified vendors submitted quotes for the landscape and irrigation
work.

Earthworks - $38,611
Superscapes Landscape & Lawn - $45,135
2. Irrigation Quotes:
Clean Scapes Enterprises Inc. - $41,611
Earthworks - No Bid
Superscapes Landscape & Lawn - $42,870
Clean Scapes Enterprises Inc. submitted the lowest responsive quotes for
both scopes of work, meeting all specifications and providing the best
overall value to the City for a total (for both bids) of $76,032.
Staff recommends approval.
