This letter confirms on October 31, 2025 the Historic Preservation Staff approved with
conditions #CA25-71 for the property addressed 619 South Church Street, legally described
as Block 14, Lot 3C & 6A, City of Grapevine to the Grapevine Historic Preservation Ordinance
91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for the following:
1. Remove deteriorated wood teardrop siding and wood trim boards as needed and
replace with same matching material;
2. Remove existing aluminum windows and replace with wood windows;
3. Install a new wood roll -up access door on the rear wall of house;
4. Reconstruct the original wood "front porch"
5. Install wood steps to the front porch;
6. Repaint the exterior of the house in the following pain color scheme:
Sherwin Williams: # SW 7004 — Snowbound (White) — Body and Trim of House;
# SW 6195 — Rock Garden (Dark Green) — Front Doors;
# SW 7018 — Dove Tail (Medium Grey) — Porch deck boards;
# SW 6513 — Take Five (Pale Blue) — Porch Ceiling.
as per the attached specifications and photos with the condition a permit is obtained
from the Building Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

WINFREY HOUSE REPAIRS
PHASE 1 -- EXTERIOR RESTORATION
1. Install porch framing and decking. Provide pressure treated double 2x6 wood framing
with positive slope away from the house. Install 5/4x6 pressure treated boards for
porch flooring. This work includes new pressure treated step stringers and treads.
2. Restore existing wood stile and rail entry doors. Work includes replacing broken vision
panes and installing CVB furnished deadbolt locks. Install CVB provided hardware.
Prepare and paint the doors.
3. Restore and/or replace 1/1 double hung wood windows. Fix the windows to make them
inoperable. Prepare and paint the windows.
4. Install new flush panel wood overhead door, size 6'-0" wide x 7'-0" tall. Install new
threshold under the door. Prepare and paint the door.
5. Install new 6x6 wood column with additional cap and base trim. Reference the
attached sketch. Prepare and paint the column.
6. Restore existing wood siding and install new, matching wood siding where missing.
Replace deteriorated corner boards and barge boards. Patch nail holes and provide
caulking/sealant along perimeter joints between dissimilar materials and wood profiles.
Prepare and paint all exterior wood siding and trim.
