SUBJECT: PURCHASE OF PROMOTIONAL ITEMS FOR RESALE AND PUBLIC
EVENT GIVEAWAYS
RECOMMENDATION: City Council to consider the renewal for the purchase of promotional items
for resale and public event giveaways with Coveys Promotional, Inc.,
4imprint, Point Emblems, and Hero 24/7 for the Police Department.
FUNDING SOURCE: Funds are available in the General Fund (Police) and Crime Control &
Prevention fund for an estimated amount of $40,000.
BACKGROUND: The Police Department, including Grapevine Animal Services and the
Community Outreach Center, provides and stocks items for public
purchase to promote the department and the City. Giveaway items
support community events such as National Night Out, Trunk or Treat,
awareness months (Domestic Violence, Breast Cancer), Santa Cops,
ribbon cuttings, animal clinics and fundraisers, Volunteer Appreciation
Week, DEA Drug Takeback Day, recruiting and job fairs, July 4th safety
awareness, Spring Break Sports Camp, VAST, Summer Reading
programs, Family Game Nights, healthy meal prep for Outreach families,
house blessings, and Summer Camps for kids.
This procurement will be made in accordance with Local Government
Code, Chapter 252, Subchapter B, § 252.022(a)(14), which allows
municipalities to purchase goods for subsequent retail sale. The contract
may be renewed annually based on performance and availability of funds.
Recommendation: Staff recommends approval.
