SUBJECT: SYNTHETIC SPORTS TURF REPLACEMENT FOR FIELDS A, B, H AND
I AT OAK GROVE BASEBALL COMPLEX
RECOMMENDATION: City Council to consider approval for demolition of existing turf and a full
replacement from Symmetry Sports Construction on fields A, B, H and I at
the Oak Grove Baseball Complex from Symmetry Sports Construction for
the Parks and Recreation Department.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be
available in the Quality -of -Life Fund for an amount not to exceed
$1,032,928.
BACKGROUND: The Oak Grove Baseball and Softball Complexes have long served as a
premier destination for competitive play, attracting local athletes and
teams from across the region, state, and nation. In 2017, the Parks and
Recreation Department transitioned the facilities from natural turf to
synthetic turf to provide a more consistent playing surface capable of
withstanding high -volume use and allowing for immediate play following
adverse weather conditions.
Over the past eight years, the synthetic turf has performed extremely well
and supported exceptional levels of activity. Since installation, the
complexes have hosted more than 30,000 games, 17,000 practices, and
welcomed over 600,000 athletes. This level of use reflects the success
and regional draw of the facilities; however, it has also brought the turf
system to the end of its expected life cycle.
With the surface now showing significant wear and approaching
conditions that could become unsafe for athletes, replacement is
necessary to maintain the high standards expected by residents, visiting
teams, and tournament partners. Updating the playing surface will ensure
continued safety, playability, and reliability for the thousands of athletes
who utilize the Oak Grove Complexes each year.
This purchase will be made in accordance with an existing interlocal
agreement with the Region VIII Education Service Center known as The
Interlocal Purchasing System (TIPS) in Texas as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791.
Bids were taken by the cooperative, and contracts were awarded to
Symmetry Sports Construction. The Parks and Purchasing staff reviewed
the contract for departmental specification compliance and pricing and
determined that the contract would provide the best product and pricing
for meeting the needs of the City.

Symmetry Sports Construction appreciates the opportunity to submit the following proposal for Infield Returfs at Oak Grove Park
located in Grapevine, TX. Our quoted pricing includes all labor, materials, tools & equipment needed to perform these scopes of
work:
1. Four (4) Infield Returfs:
• Foundation
Remove existing synthetic turf from field and dispose offsite
Fine grading & compaction of existing pad grades per turf manufacturer's specifications
Remove existing nailer board and replace with 2"x2" synthetic turf attachment system around perimeter of turf area
• Synthetic Surfacing
Verify planarity, slope & elevations of turf base system prior to turf installation
Supply & install the following AstroTurf Synthetic Turf :
AstroTurf Rootzone Diamond i RBI 60oz in all clay areas of field at 1" /2 pile height
AstroTurf Rootzone Diamond Blend 52oz in diamond green area at 2" pile height
AstroTurf Rhino Blend 42oz in green foul territory and 2' perimeter strip at infield/outfield transition at 2" pile height
Includes Standard 8-Year Warrantv
Install standard baseball line package per shop drawing to be provided by Symmetry and approved by Owner
Install rubber/sand infill mix in multiple lifts in accordance with project specifications
Provide V' year maintenance service
» Maintenance Service includes: field inspection, surface debris removal w/ dust capture, decompaction/re-leveling of ex-
isting infill, fiber rejuvenation, antimicrobial treatment, & minor seam repairs (if needed)
Provide training/instruction on care & maintenance of field
• Natural Grass Surfacing
Supply & install up to 1' of sod where synthetic turf meets natural grass
This is necessary due to the disturbance caused by removing the turf and nailer board
• Equipment
Supply & install the following equipment at each field:
• One (1) set of new bases
• One (1) home plate
• Pitchers rubbers will not be installed due to mobile mounds

Conditions & Oualifications:
• Symmetry will provide general liability, automotive and workers compensation insurance coverage as required
• Symmetry will provide project closeout documentation and final clean-up of work area relating to scope
• Symmetry will provide project bonds when required as follows:
• Payment bonds for projects over $25,000
• Performance bonds for projects over $100,000
• Proposal assumes clear, unencumbered, stable access to work through duration of project
• Proposal assumes suitable laydown/staging area
• Single mobilization
• Pricing valid for 30 days after the date of this proposal-1710812025
4 Beyond the noted 30 day period, Symmetry Sports Construction reserves the right to recalculate materials and freight costs
for the included scopes of work
• TIPS Purchasing Cooperative Contract #240104-01
• Owner is responsible for issuing payment within 30 days of receiving progress payment application
• If color and/or logo design selection is changed after the execution of proposal, additional costs will be incurred and Owner shall
grant Symmetry extension of time for the delay
Exclusions:
• Soil stabilization/subgrade remediation is excluded from this quote; pricing subject to change based on recommendations of
a third -party geotechnical survey to be obtained/provided by owner
• Changes in finished grade elevations not shown on project plans - site survey must be obtained to determine final elevations.
• Costs/Contingencies for rock or other abnormal or inferior surface or subsurface conditions that may exist including under-
ground utilities that have not been properly identified by Owner
• Shock pad/underlayment is excluded unless specified in above Scope of Work
• Landscaping, sodding, or natural grass seeding
• Symmetry is not responsible for damages to inferior surfaces or pavement resulting from moving equipment & materials across
insufficient owner -designated access routes
• Utilities except as noted in scope of work -- including but not limited to electrical connections of athletic equipment or score-
boards/playclocks/pressbox/scorers booth
• Sales taxes -- owner's exemption certificates are required at time of contract
• Laydown/ Staging area -- to be furnished by owner
• Construction Water -- to be furnished at location by owner
• Allowances/Contingencies of any kind unless specified above
• Permitting and fees

ORDINANCE NO. 2025-084
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS, AUTHORIZING THE
APPROPRIATION OF REVENUE IN THE AMOUNT OF
$1,032,928 IN THE QUALITY OF LIFE FUND BALANCE;
AUTHORIZING THE APPROPRIATION OF $1,032,928 IN
THE QUALITY OF LIFE FUND FOR EXPENDITURES
ASSOCIATED WITH THE TURF REPLACEMENT FOR
THE OAK GROVE BASEBALL FIELDS; DECLARING AN
EMERGENCYAND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine wishes to use funds from the Quality of
Life Fund for the replacement of turf at the Oak Grove Baseball Fields; and
WHEREAS funds in the amount of $1,032,928 are currently available in the
fund balance; and
WHEREAS all constitutional and statutory prerequisites for the approval of
this ordinance have been met, including but not limited to the Open Meetings Act and
Chapter 211 of the Local Government Code; and
WHEREAS the City Council deems the adoption of this ordinance to be in the
best interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $1,032,928
revenue be appropriated in the Quality of Life Fund from the fund balance.
Section 3. That the City Council hereby authorizes an amount of
$1,032,928 be appropriated in the Quality of Life Fund for expenditures associated
with the replacement of turf at the Oak Grove Baseball Fields.
Section 4. That the terms and provisions of this ordinance shall be deemed to
be severable, and that if the validity of any section, subsection, word, sentence, or
phrase shall be held to be invalid, it shall not affect the remaining part of this
ordinance.
Section 5. That the fact that the present ordinances and regulations of the
City of Grapevine, Texas, are inadequate to properly safeguard the health, safety,
morals, peace and general welfare of the inhabitants of the City of Grapevine,
Texas, creates an emergency for the immediate preservation of the public business,
property, health, safety and general welfare of the public which requires that this
ordinance shall become effective from and after the date of its final passage, and it
is accordingly so ordained.
