SUBJECT: PURCHASE FOR REMOVAL AND REPLACEMENT OF A NEW DIVING
BOARD
RECOMMENDATION: City Council to consider approval for the purchase of the removal and
replacement of a diving board at Dove Waterpark from Sunbelt Pools for
the Parks and Recreation Department.
FUNDING SOURCE: Funds are available in the Permanent Capital Maintenance Fund (Parks &
Recreation) for an amount not to exceed $28,300.
BACKGROUND: The existing diving board and supporting framework are original to Dove
Waterpark and have been in continuous use for the past 13 years. Due to
age, exposure to pool chemicals, and repeated high -impact use, the
current system has reached the end of its useful life.
The proposed purchase includes a new commercial -grade diving board
and the full replacement of the supporting framework. Replacement of
both components is necessary to ensure structural integrity, code
compliance, and safe operation.
This replacement is a proactive investment in patron safety and risk
mitigation and provides a complete, durable system designed for high -use
public aquatic facilities. Replacing the board and framework together is
the most cost-effective and responsible approach and is expected to
provide at least a decade of safe, reliable service.
This purchase will be made in accordance with an existing interlocal
agreement with The Local Government Purchasing Cooperative (Buy
Board) as allowed by Texas Local Government Code, Chapter 271 and
Texas Government Code, Chapter 791.
Bids were taken by the Cooperative, and a contract was awarded to
Sunbelt Pools. The Parks and Recreation Department and Purchasing
staff reviewed the contract for departmental specification compliance and
pricing and determined that the contract would best meet the needs of the
City.
Staff recommends approval.
